On the Chinese side. The main obstacle came from Lin Han.

Negotiations on the Korean issue began in March 1948 and continued until the beginning of the following year, and finally the Japanese reluctantly agreed to return the "small corner" area west of Gucheng City in northwestern Korea to Sinuiju and Yancheon for the Korean Communist Party to "gain a foothold."
