After the former anti-Japanese general of the Northeast Army surrendered to Japan in February 1932 and accepted his false post, he soon had a heart of rebellion in March, and immediately fled from Qiqihar in April to organize the Northeast National Salvation and Anti-Japanese Allied Army in Heihe.

Although Ma Zhanshan's resistance lasted only a few months, he was forced to flee to the Soviet Union in December of that year. However, although Ma Zhanshan failed, its influence in the Northeast cannot be underestimated. And his previous failures were more due to being outnumbered, and it was not easy to hold out for a few months without any assistance.

If the Soviet Union could give Ma Zhanshan some military assistance, not to mention driving the Japanese out of Northeast China or the so-called North Manchuria at that time, it would at least be able to hold on to the Japanese for a long time. Ma Zhanshan is a good candidate. However, he is not the only candidate, Feng Yuxiang is also a very high-quality agent in Inner Mongolia and North China. In fact, during the National Revolution, Feng Yuxiang was very close to the Soviet Union for a time, and also went to the Soviet Union for investigation, and he swore in Wuyuan to participate in the Northern Expedition and had an inseparable relationship with the Soviet Union.
