In March 1999, a heavyweight meeting was held in Rambouillet, a suburb of Paris, France. In fact, not only was the Yugoslav side unwilling to sign such an agreement, but the Kosovo Liberation Army (KLA) was also quite dissatisfied with this agreement, because the agreement required them to abandon their arms, which was obviously unacceptable to the Kosovo Liberation Army, which had been put together with great difficulty. In particular, some figures with political ambitions know that having a gun in their hands is their future dependence, and if they are alone in the future, the influence they can form will be limited. Moreover, the Kosovo Liberation Army (KLA) has promised independence to the Kosovars, and if such an agreement is accepted, Kosovo will still belong to Yugoslavia, which is tantamount to breaking their promises.
Of course, there is someone else who cannot accept this agreement, and that is China. China regards Yugoslavia as an important strategic partner of Europe, and although it has not yet reached a military alliance, a quasi-alliance cannot run. What's more, China stationed more than 9,000 soldiers in Yugoslavia, and the situation in Yugoslavia is closely related to the stability of China's overseas bases.
Chinese Foreign Minister Tang Jiaxuan said forcefully at the meeting: "The plan proposed by NATO countries is not practical, biased and non-constructive, and cannot substantively solve the problem, and China clearly opposes the plan, and believes that the basic principle for solving the problem is to earnestly respect and support the sovereignty and territorial integrity of Yugoslavia while respecting the will of the people of Kosovo." It is difficult to achieve results by directly discussing such a political issue, and my country believes that the most important issue at this stage is to obtain a bilateral ceasefire and the resettlement of refugees. ”
German Foreign Minister Fischer argued: "It is clear that the Yugoslav side, especially the dominant Serbian forces, has committed violent aggression against the Kosovo Albanians, and if the Yugoslav troops are not withdrawn from Kosovo, the Kosovo Albanians are still in danger of being violated." ”
Tang Jiaxuan said: "Allowing a country's military forces to withdraw from its own legitimate territory and completely relinquishing the right to govern a place is tantamount to dividing the territory of that country in disguise, which is a serious violation of the sovereignty and territorial integrity of an independent country, and is also an act of gross interference in the internal affairs of other countries." ”
US Special Envoy Hill blinked his eyes and said a particularly famous sentence in later generations: "Foreign Minister Tang, we believe that human rights are higher than sovereignty, and what happened in Kosovo has challenged the conscience and basic bottom line of mankind, and the existence of any country is not based on harming the right of human beings to survive and develop, and the sovereignty of the state should give way to human rights." We cannot sit idly by and watch some people openly violate human rights in the name of protecting national sovereignty, which is a grave violation of universal values. ”
Tang Jiaxuan smiled angrily and said, "Human rights are greater than sovereignty? My country believes that sovereignty is, to a certain extent, equivalent to the sum total of the human rights rights of a wide range of individual nationals in our country, and that there is simply no situation in which the so-called rights of a small number of people are intended to give way to the rights of the majority. By interfering on the basis of human rights over sovereignty, you will eventually violate the human rights of another part of the population, and the so-called protection of the human rights of the Kosovars, but the rights of the rest of the Yugoslavs will be violated. Therefore, we believe that this view is not valid at all, and we advise the countries concerned not to use any trendy and eye-catching concepts as an excuse to intrude on a sovereign country and destabilize the entire region. As a responsible major country and an active force for world peace and stability, China will absolutely not allow such a thing to happen. ”
If this continues, it is natural that several countries will not be able to reach a consensus on this issue, because they have fundamental differences. The relationship between Yugoslavia and the Kosovo Liberation Army (PLA) is also a fundamental contradiction of an absolute nature, so neither the countries concerned nor the mediating countries can reach a reunification, and there is little need for this conference to continue.
Qi Yiming, who was far away in Beijing, also paid close attention to the progress of the Rambouillet meeting, and when he heard that China and the United States had not held any private and informal meetings during the entire meeting, he knew that this matter could not be improved.

If the Americans really enter Kosovo, then the overseas bases opened by China in Yugoslavia will be abolished, because whether it is Split or Sarajevo, they will be contained by the NATO troops stationed in Kosovo, and even this is a situation where the enemy is on their backs, then the meaning of the existence of the Chinese troops in Yugoslavia will be gone.

US President Clinton once again made a televised speech, saying that the Yugoslav side did not have the slightest sincerity in wanting to solve the problem and was intensively preparing for an even larger genocide against Albanians, and that a terrible humanitarian catastrophe was brewing. The United States demanded that Yugoslavia immediately accept the Rambouillet Proclamation and cease military operations in Kosovo. If not, the United States does not rule out drastic measures to safeguard the human rights and security of the Kosovars.
