Chapter 575: Three Methods (I)

PS: Thank you for the book friend "Wangyun Mountain People" for your re-reward, and continue to ask for recommendation votes ^_^

First of all, the contradictions between the United States and the Soviet Union are greater and more difficult to reconcile than the contradictions between the United States and China, and at present the Soviet Union's national and military strength is still far stronger than China's, and because it is in Europe, the threat to the core interests of the United States is far greater than that of China. Second, the United States has always been a business empire controlled by capital, and those big capitalists have never been willing to make a loss-making business, and they cannot agree to the US military endlessly burning their money to fight a protracted war with China that will end in an unknown year.

Therefore, Roosevelt Zuihou thought about it, or only asked China to cease war with Britain, after all, Germany, which is currently possible to unify Western Europe, is the biggest threat to the United States. In order to get the Chinese to make concessions that would satisfy the British government (after all, there is a difference between proximity and alienation), Roosevelt decided to take a three-pronged approach

The first option of the US government was to send a fleet of ships to provide military supplies directly to British India, and if they had the money to pay, it would be considered a sale, and if they did not have the money, then they would be "free" of those military supplies in accordance with the "Lend-Lease Act" that had just been passed (basically they were not ready to let the British government pay it back, but asked Britain to transfer some overseas territories to the United States as a naval base). ) land was "leased" to the Anglo-Indian government to ensure that the Anglo-Indian army could hold on to the war in the unfavorable situation of being cut off from the supply of the homeland.

The second approach is to crack down on China's smuggling and entrepot trade to circumvent U.S. economic sanctions, which has caused considerable losses to the Chinese government and companies. However, the former has damaged the interests of the underworld forces of the United States, while the latter has made the Japanese grit their teeth and hate, "cutting off people's financial routes is like killing their father"!

It must be explained that although the complementarity of the Chinese and American economies in this era is very poor, and the United States basically oversupplied the commodities that we can export in large quantities, the Americans are still willing to accept real money. Due to the rapid progress of the smelting process, the output of precious metals in China has surged in the past two years, and by 1941 it had jumped to the top of Shijie, plus the seizures in the civil war and foreign wars, the real money and silver in the treasury of New China are quite abundant (in history, the old Chiang brought to Taiwan was worth hundreds of millions of dollars). And that's just the devil grabbing the rest. Wars have also consumed far less than they have historically been. Under the current economic model of the People's Republic of China, the issuance of renminbi does not require much reserve (Note 1), so most of the gold and silver are used to pay the salaries of foreigners in China (Note 2) and to import machinery and equipment from abroad and scarce domestic resources. The Shijie Wars have raised the price of precious metals. This allows them to exchange for more foreign goods than before.

Among them, the former is in addition to the production equipment of the manufacturing industry. It also includes a variety of heavy machinery for building construction, which can be produced in China at present, but the production is still limited. Hu Weidong's acceleration of industrialization is a very important part of the vigorous promotion of infrastructure construction, and the demand for heavy machinery is huge.

The reason why Hu Weidong attaches so much importance to infrastructure construction is not only because industrial development must have developed transportation, but also because China's current national cultural quality is generally too poor, even with the rapid training method of technicians, the number of young and middle-aged people who can train qualified industrial workers within two years is only more than 10 million (we must take into account the rigid demand for education and teachers that cannot be reduced), and the construction industry, which has relatively low requirements for the cultural quality of workers, has become a shortcut for China to maximize the number of workers, and it is a waste of resources to build houses indiscriminately. But for China, which is now in ruins, it is necessary to desperately build bridges and roads

The latter include platinum-based metals, a catalyst important for heavy chemicals, and chromium, a metal important for the steel industry (chromium is an important component of alloy steels such as stainless steel, but China's reserves of chrome ore are severely scarce and have always required large imports). In addition, the Chinese government also imports as much potash fertilizer as possible to respond to the great man's efforts to achieve a sustained increase in agricultural production, in order to "prepare for war and prepare for famine", potassium has a huge impact on the ability of crops to resist disasters, and China is a country with frequent natural disasters, and the soil is also generally seriously deficient in potassium

In addition to hard currency, a small number of Chinese specialties such as pig bristles and tung oil, as well as some antiques and works of art seized and confiscated on the battlefields of Central and South China (mainly obtained from local colonial government officials, those obtained from China mainland were kept in museums, and those that had nothing to do with Chinese culture were sold) were also very popular in the American market and could be exported to earn foreign exchange.

Due to U.S. economic sanctions, these transactions are now not possible through normal channels, and it is equally difficult to import commodities from Western countries such as the United States. In this regard, the Chinese Ministry of Foreign Affairs has tried its best to smuggle a small part of it through underworld relations, but the more important way is through a third country, and the Japanese Government, which has been supported by the United States but has secret intentions, will naturally not let go of this good opportunity to make money; in fact, the foreign exchange income brought by entrepot trade to the Japanese Government is second only to Japan's normal export earnings to the United States and the remittance income of overseas Chinese sent back by Japanese personnel in China. Of course, the latter is dominated by the yuan, but due to the large demand for Chinese goods in Japan, the yuan is not much worse than the dollar in the eyes of the Japanese government

Although the US government is dissatisfied with this, because some big capitalists in the United States also benefited from it, and under the lobbying of their agents, Roosevelt had to turn a blind eye and close one eye, anyway, the United States does need China's bristles and tung oil, and the aid to Britain is getting stronger and stronger, and it is not a bad thing to have more fiscal revenue, even if Congress and the people agree that the government is promoting red finance because of objective needs, It's better to have a smaller red than a bigger one

Note 1: Personally, I think that the issuance of RMB by New China is not really without reserves, but this reserve is food and other daily necessities, rather than gold, silver and foreign exchange, which are commonly used under normal circumstances, because China lacked gold, silver and foreign exchange at that time, and under the Jihua economic system, the distribution of daily necessities is mostly controlled by the government, as long as the price of these basic living materials can be stabilized, even if the government does not have much gold, silver and foreign exchange, the masses will trust the RMB.

Note 2: Due to the lockdown between the United States and the United Kingdom, the number of foreigners in China has basically not increased (and most of them have a low fertility rate because they are only temporary residents, and a small number of them have been released back to China.) Coupled with the increasing acceptance of the renminbi, the cost of this area is basically gradually decreasing. (To be continued......)
