Chapter 386 386 The United States Seeks War

The Iraqi army has two divisions of troops in the front, and all of them are equipped with MBT-1000 main battle tanks from China, in the past few years, China has maintained arms business with Iraq, and exported a large number of such tanks to Iraq, these tanks also played a major role in the Iran-Iraq war, Iran is quite dissatisfied with this, and also put forward a request to buy from China, but at that time, China was selling equipment in different fields to Iran and Iraq, in order to of course its own economic effect.

In fact, Kuwait is also a user of weapons for the Chinese army, not long ago they just ordered a batch of VT-1A tanks from China, and their combat power is naturally stronger than that of MBT-1000, but now Kuwait's armored troops are still being trained in China, and they have not formed combat effectiveness at all. The delay in the delivery of these weapons to Kuwait was naturally a deliberate act by Qi Yiming, and he did not want to engage in it and Saddam Hussein would collect these more advanced weapons and turn around and cause trouble for China's military intervention.

Kuwait's own territory is small, its depth is insufficient, its population is small, its military strength is insufficient, its response is hasty, and its preparations are insufficient. After breaking through the border defense line, the Iraqi army directly attacked Kuwait City, the capital of Kuwait, along the road, and the marines also landed from the sea, cooperated with the army to capture government offices, television stations, radio stations and other important facilities in Kuwait City, closed the international airport, and then captured the palace of the emir.

In the battle to defend the palace, Prince Fahd, President of the Olympic Council of Asia, and some members of the royal family were killed. During the hours of defending the palace, Prince Fahd, president of the Olympic Council of Asia, and some members of the royal family were killed. The emir king fled by plane to an American warship anchored in the Persian Gulf and later to Saudi Arabia. Crown Prince Saad and Prime Minister and most of his cabinet members were also forced to withdraw to the Kosha border area.

Not long after Iraq's invasion of Kuwait, US President George H.W. Bush held an emergency meeting at the White House to discuss a decision. It can be said that the United States did not expect Saddam Hussein to go crazy so quickly and send 100,000 troops to invade Kuwait, which is obviously a challenge to the United States and the international order upheld by the United States.

President George H.W. Bush's National Security Adviser Brent? Scowcroft said: "The ambition of a military dictatorship maniac can be endless, and when Saddam Hussein sees that he has annexed Kuwait in this way without provoking any strong reaction and paying any price, he will take action against Saudi Arabia, the United Arab Emirates and other countries, and eventually Iraq may control these areas, and more importantly, control 40 percent of the world's oil production capacity, which is a huge blow and hidden danger to our other countries, and it is a situation that cannot be tolerated." ”

Finance Minister Niklas? Brady said: "A response and sanctions against Iraq are certainly necessary, but we don't need to use force, and our Congress will probably not agree to such a troop draft, and people are affected by the Vietnam War and don't want the United States to be involved in any war again." Therefore, the blockade of Iraq's economy and trade and the economic sanctions imposed on it should be more realistic and credible. ”

Vice President Dan? Although Quill has been scandalized by the media, in fact, there is no one who can sit in this position is really incapable, he said: "The harm and containment of Iraq with economic sanctions alone is too small, the oil in Iraq's hands is hard currency, as long as they have oil, there is a way to circumvent economic sanctions, and in the end, our sanctions are just a dead letter, but they are in vain." The only way to deal with arrogant people is to calm them down with their fists. ”

The elder Bush agreed with the vice president's remarks and nodded, but did not express his position directly.

Deputy Secretary of Defense Paul? "Since oil is everything to Iraq, we can make a fuss about it, and maybe we can bomb Iraq's oil pipelines and other facilities and cut off the lifeline they depend on," Wolfowitz said. ”

White House Chief of Staff Sununu shook his head again and again, saying: "I'm afraid this can't work, if it really damages the oil pipelines of Iraq or neighboring oil-producing countries, it will make international oil prices enter a round of crazy growth, hitting the interests of the United States and all allies, the economic growth fatigue caused by the oil crisis in the seventies has been affected to this day, and we don't want such an old thing to happen again." ”

Chairman of the Joint Chiefs of Staff Colin? Powell also agreed: "From a military point of view, it is not advisable to bomb line targets, and even if we succeed in cutting off these pipelines, the oil pollution caused to the local area may be seriously damaged, and it will even affect the image of the US military." In addition, if the Iraqi side has enough patience and determination, it can still be repaired, so will we have to bomb it again at that time? ”

"In the case of military action, we have two options, the first is to retaliate with air strikes," Scowcroft said. However, since we do not have an air force or army stationed in the Middle East, and some only have naval carrier-based aircraft, how to use them is a problem. The targets included Iraqi ground forces in Kuwait, military and strategic targets in Iraq proper, Iraqi oil pipelines to Turkey and Saudi Arabia, and Iraqi oil tankers. ”

Herbert, commander of the U.S. Central Command in charge of the Middle East theater? Norman? General Schwarzkopf said: "In terms of the military and economic objectives of Iraq, it is difficult to achieve the effect of a purely retaliatory air strike, and Iraq will always recover from the air strikes." ”

Scowcroft added: "Yes, there is really little point in retaliatory air strikes, so there is only one way for us to really prefer, and that is to carry out military operations to defend Saudi Arabia." The plan would require the mobilization of 100,000 to 200,000 military personnel from all branches of the armed forces to the Gulf region, and the preparation time could take several months, and the completion of the plan would depend on Saudi Arabia or one of the other Gulf states providing a series of military bases. ”

Because Secretary of State James? Beck was in the USSR for a meeting with Shevardnadze, so by his assistant Robert ? He was represented by Kimmit. "Saudi Arabia has repeatedly rejected our requests to use their military bases, will they be able to accede to our requests this time?" ”

Bush Sr. pinched his chin and considered: "Now it is not what it used to be, and now the threat of Iraq is a thorn in the back for Saudi Arabia, although Saudi Arabia has purchased a large number of weapons and equipment from China and other countries in the past two years, but in the face of Iraq, which has really experienced a bloody war and has a prosperous military, I am afraid it is still impossible to resist, and if we want to protect ourselves, I am afraid that the United States must take the lead and lead its allies to calm the situation in the Middle East." ”

Although the emergency meeting did not reach much consensus and determine the next steps of the United States, one thing that is certain is that the United States will absolutely not be able to resign itself to the actions in Iraq any longer. When meeting with reporters that afternoon, the elder Bush changed his tone and said: "We have not yet decided on any plan, but we have not ruled out any possible plan." "This is a far cry from the earliest statement that it would not intervene by force. From his tone, someone can read that the United States has a mind to do it.

Later, the elder Bush had a telephone conversation with the leaders of the Arab countries and also learned about the meaning of the traditional allies of the United States, but what inspired the elder Bush the most was that the United Nations Security Council adopted Resolution 660 on the same day, condemning Iraq's invasion of Kuwait and demanding that Iraq withdraw its troops unconditionally.

Scowcroft, the president's national security adviser who is in charge of the war, later advised Bush Sr. at a security conference: "If this invasion and occupation of Kuwait becomes a fait accompli, we must seriously consider where the long-term interests of the United States and the Middle East lie." In fact, we cannot sit idly by, we must think from this point of view. Yes, there is something we can't do, there are many reasons why we can't do anything, but it's our job to make a difference. I advocate a two-pronged approach: first, the United States must be willing to use force to stop Saddam Hussein, and it must make this clear to the rest of the world; Second, Saddam Hussein must be overthrown. ”

Scowcroft also suggested a "covert operation" to achieve this goal: "The CIA has expertise in this area, and has done many similar things, and while it may have been more difficult in Iraq, the cost of success is almost negligible." This requires all parties to go all out to strangle the Iraqi economy, to support anti-Saddam resistance groups inside and outside Iraq, and to find a leader in Iraqi military circles or other sectors of society who can replace him. ”

Although the elder Bush felt that the probability of success of this kind of thing was quite low, as Scowcroft said, once it succeeded, it would be a huge gain, so he approved the CIA to take this "covert action" to overthrow Saddam's regime.

The traditionally largest war machine in the world is slowly moving, but everything in this plane is no longer the same. The day after Kuwait was captured, Kuwaiti Crown Prince and Prime Minister Saad immediately went to the Chinese embassy in Saudi Arabia to ask for help from China, one of the permanent members of the United Nations Security Council and with the largest military power on the planet.

"Kuwait and China have a good friendship and relations, and have carried out beneficial cooperation in many fields. Kuwait also firmly believes that China is a peace-loving country with a sense of justice, and at a time when Kuwait has suffered a serious blow and is in danger of national destruction, I hope that China can stand up and help Kuwait drive out the aggressors and restore peace and stability in the Gulf region. Prime Minister Saad said to the Chinese ambassador.
