First of all, the household contract responsibility system is very useful when the wind and rain are good, but once a serious natural disaster occurs, its defects that are not conducive to the concentration of people to prevent and fight disasters will be completely exposed (Note 1), but three years later, there will be an extremely serious natural disaster there

The 1942 drought in 1942, which was later filmed by Feng Xiaogang into a film "1942", affected Henan, Shandong, Anhui, Hebei and Shanxi provinces in history, among which Henan was the whole province affected, and after the great drought, there was a locust plague, which caused almost all the farmland in Henan to be harvested, resulting in the most serious famine before liberation, and more than 3 million people died of starvation in Henan Province alone. Although some meteorological experts in later generations believed that the outbreak of the great drought was mainly due to the bursting of the embankment at Huayuankou, which created a large area of the Yellow Flood and affected the climate and ecology of the Central Plains, Hu Weidong still did not dare to be careless. The most effective way to combat drought is to build a large number of small and medium-sized reservoirs (large reservoirs are too long and require large quantities of industrial products such as cement, which were basically impossible to build before the victory of the Anti-Japanese War). If the land is simply divided, the old peasants, who have only been liberated for a year or two, or even later, will certainly only take care of their own piece of land

After thinking about it, Hu Weidong had no choice but to temporarily adopt a compromise approach, on the one hand, to divide all grain fields (Note 2) into households (and to cancel the self-reserved land), so as to ensure that the inevitable grinding of foreign labor under the labor division system would not affect at least vital agricultural output; On the other hand, farmers can only keep one-third to one-half of the grain harvested each year. The rest will be handed over to the village collectives for secondary distribution through labor division, and the village collectives will also be involved in handing over public grain and receiving chemical fertilizers and pesticides (and seeds in the future), so that peasant households will not dare to only care about their own harvests and not participate in collective labor.

In addition, Hu Weidong also discovered a serious problem in the investigation: During the Republic of China, the size of the villages varied greatly, with a large number of people ranging from a few hundred to thousands of households, and a few dozen or even a dozen households. The burden on the smaller villages is undoubtedly much heavier than that of the larger ones. And those villages that are too large are often poorly managed because of the lack of cadres. In addition to the village cadres with a formal establishment, most of the clerks (clericals, accountants, custodians, agricultural technicians, etc.), militiamen, military martyrs' families, cadres (Note 3), and five-guarantee households do not participate in labor. The average score is calculated by dividing the number of people in the workforce. The above-mentioned personnel will then be supplemented according to the score with a high average work score. In some villages, there are even more people who receive subsidized work than actually work

Hu Weidong was very dissatisfied with this, and the five-guarantee households that lacked the ability to work and the cadres and clerks who were mainly engaged in mental work were just that. The government has already given the militia and the families of military martyrs corresponding preferential treatment, except for the basic militia with a relatively high degree of work, and some military martyrs who are unable to work, what reason can other people be lazy in collective labor? As for the so-called "cadres' families" who do not participate in labor, they are even more bastards, and what does their family members have to do with their family members staying in the countryside as cadres in the cities? It is nothing more than the village cadres turning a blind eye to the laziness of their families in order to curry favor with those cadres in the city

After all these basic investigations were carried out, Hu Weidong specially presided over the formulation of a new supervision system, stipulating that all villagers in the rural areas who have the ability to work must participate in collective labor within their capabilities; if village cadres commit fraud and connive at it, not only will village cadres be demoted or even dismissed from their posts, but they will also not be able to please the people they cover, the benefits enjoyed by the militia and the families of military martyrs will be reduced or even abolished, and cadres whose family members have been shielded will be implicated and disciplined. Hu Weidong also sent people to make secret visits many times, and even asked Minister Kang to be in charge of this matter at one time

In view of the disparity in the size of the villages, Hu Weidong, on the one hand, on the premise that reality allows, splits up those natural villages that are too large and merges those that are too small, and on the other hand, he picks up the concept of production teams later, with more than 100 people in each production team, and one village can have one or more production teams under its jurisdiction, so that the shortage of cadres and clerks in larger villages has been alleviated. At the same time, taking into account the particularity of rural work, Hu Weidong has specially cultivated a group of "all-round" clerks who are suitable for the production team, who generally only have a primary school or junior high school education, but can be competent for the basic work of the production team, such as bookkeeping, written summary and report, and can also understand the instructions of chemical fertilizers and pesticides, and cooperate with the professional agricultural technicians sent above to promote various agricultural scientific and technological achievements, so that the production team only has one production team leader, one backbone militia and one clerk. In some cases, one person holds two or even three posts, thus greatly streamlining the contingent of cadres in the rural areas and correspondingly reducing the burden on the peasants. In addition, with the rapid development of industrial construction in the Central Plains Liberated Area, the abolition of agricultural tax, a major event that opened a precedent in China for 2,000 years, was also put on the agenda by Hu Weidong
