After all these basic investigations were carried out, Hu Weidong specially presided over the formulation of a new supervision system, stipulating that all villagers in the rural areas who have the ability to work must participate in collective labor within their capabilities; if village cadres commit fraud and connive at it, not only will village cadres be demoted or even dismissed from their posts, but they will also not be able to please the people they cover, the benefits enjoyed by the militia and the families of military martyrs will be reduced or even abolished, and cadres whose family members have been shielded will be implicated and disciplined. In view of the disparity in the size of the villages, Hu Weidong, on the one hand, on the premise that reality allows, splits up those natural villages that are too large and merges those that are too small, and on the other hand, he picks up the concept of production teams later, with more than 100 people in each production team, and one village can have one or more production teams under its jurisdiction, so that the shortage of cadres and clerks in larger villages has been alleviated. At the same time, taking into account the particularity of rural work, Hu Weidong has specially cultivated a group of "all-round" clerks who are suitable for the production team, who generally only have a primary school or junior high school education, but can be competent for the basic work of the production team, such as bookkeeping, written summary and report, and can also understand the instructions of chemical fertilizers and pesticides, and cooperate with the professional agricultural technicians sent above to promote various agricultural scientific and technological achievements, so that the production team only has one production team leader, one backbone militia and one clerk.
