Under the personal command of Zeng Guohua and with the cooperation of the Sixth Regiment and fraternal units, the 2nd Brigade of our Mountain Column organized this anti-stubborn campaign.

Soon, the recalcitrant army divided into two routes and attacked the Jiazi Mountains in a pincer offensive. One route captured the areas of Huangdun, Tanjing and Cuijiagou from north to south, and approached the main position of Jiazi Mountain; Occupy Xue Qing, Wentuan, and Caoling all the way, and approach Fupeng Mountain.

Relying on the favorable terrain, our Sixth Regiment relied on the favorable terrain to tear apart for a day, repelled three fierce attacks by the recalcitrant army, and then withdrew from the battle that day and night due to the lack of ammunition supply, and transferred to the main peak of Jiazi Mountain to hold on.

On the night of 18 October, the troops of our Eighth Route Army, which insisted on Jiazi Mountain, took the initiative to withdraw from their positions and moved to the area of the waterlogged slope on the east bank of the Shuhe River to assemble. The Second Jiazishan Anti-Recalcitrant Campaign lasted eight days, fought more than 20 times with the recalcitrant army, killed and wounded more than 366 recalcitrant soldiers, and our army suffered more than 120 casualties.

In November 1942, Sun Huancai, who had fled to the north of the Riju Highway, with a strength of about 5,700 men from four regiments and two brigades, took advantage of the enemy's general sweep of China's base areas in Shandong Province and the concentration of forces in China's coastal areas to actively counter-sweep and seized the opportunity to invade and occupy the Jiazi Mountainous Area, which was about 50 miles in length and breadth.

Sun Huancai continued to engage in great friction with our Eighth Route Army, actively expanded its strength, rushed to repair fortifications day and night, and used the so-called "meat ball" tactics to attack us step by step, destroying the anti-Japanese democratic regime, and hunting down and killing our local workers, especially our rural cadres and enlightened people.

In order to consolidate the coastal anti-Japanese base areas, get rid of the passive position militarily, and more effectively deal with and smash the enemy's sweep and encroachment, and in the name of supporting Wan Yi, at the suggestion of Luo Ronghuan, the Shandong Sub-Bureau and the Shandong Military and Political Commission decided to launch the third Jiazishan Rebellion Campaign to recover the Jiazishan Mountains with superior forces.

Before the war, Zhu Rui, secretary of the Shandong sub-bureau, presided over a meeting of senior military cadres, and after Zhu Rui made an important speech at the meeting, he asked Luo Ronghuan to make arrangements.
