Witnessing the establishment, adjustment, and dismantling of these offices is also a microcosm of China's decades of political and economic reform and social transformation.

Most of them are born because of special policies

In the courtyard of No. 28 Beiwa Road, Haidian District, Beijing, there lives an old man who has witnessed the history of the development of China's major technical equipment - Dong Biqin, former deputy director of the Major Technical Equipment Office of the State Council.

"The Office of the State Council's Leading Group for Major Technical Equipment is only a coordinating body, and the office is located in the State Council Organ Affairs Administration, which is only one wall away from Zhongnanhai." Dong Biqin told a reporter from Chongqing Youth Daily.

In July 1983, the State Council established the Office of the State Council Leading Group for Major Technical Equipment.

"The main function is to be responsible for the horizontal contact and organization and coordination between the ministry, and the task is to be responsible for the planning and establishment of major equipment, selection and design, organization and coordination, and supervision and inspection." Dong Biqin said.

When there is a disagreement between ministries and ministries over the development of a certain major piece of equipment and coordination is required, it will be handed over to the leaders of the State Council for decision.

Later, due to the institutional reform of the State Council, the Office of the Leading Group for Major Technical Equipment of the State Council was abolished after 10 years of existence.

The final functions are vested in the State Economic and Trade Commission, and the specific work is undertaken by the Technology and Equipment Department. Later, when the National Development and Reform Commission was established, the function of developing major equipment was assigned to the National Development and Reform Commission.

A considerable part of the offices with the prefix of the state are set up in the relevant departments and bureaus of the central and national ministries and commissions for the purpose of implementing a regional economic development policy or a major national project.

For example, in 2006, the State Council set up the Office of the Leading Group for the Revitalization of Old Industrial Bases in Northeast China, with Zhang Guobao, then deputy director of the National Development and Reform Commission, concurrently serving as deputy director of the office, to coordinate the industrial and economic development of the Northeast region.

In order to ensure the implementation of the policy of large-scale development of the western region, in January 2000, the State Council set up the Office of the Leading Group for the Development of the Western Region, and the National Development and Reform Commission set up a special department for the development of the western region, and the office of the leading group for the development of the western region was set up in this functional department.

In terms of major projects, in 2006, the Outline of the National Medium and Long-term Science and Technology Development Plan (2006~2020) (hereinafter referred to as the "Planning Outline") was promulgated and implemented, and the "Planning Outline" identified 16 major projects. "These major special projects plan to invest huge sums of money across three five-year plans to achieve completion." Dong Biqin said that in June 2007, the Central Editorial Office approved the Ministry of Science and Technology to set up a major special project office to carry out overall management of major projects.

In addition to major domestic projects, promoting international exchanges and cooperation is also the original intention of the establishment of some national offices. For example, the Ministry of Finance of the People's Republic of China has an Office for Foreign Financial and Economic Exchanges.
