The headquarters sent a team to close the valve and cut off the material in the tank farm, organized 14 vehicle-mounted foam cannons and 3 mobile foam cannons to cool and suppress the explosion of the fire tank and adjacent tanks, concentrated 18 foam guns to extinguish the flow fire in pipelines, pump rooms and ground, and set up 4 lines of defense on the east, north, south and harbor wharves to prevent the spread and expansion of the fire.

After the third explosion at the fire site, the fire flowed down the road surface, pipeline wells, and oil pipelines in the reservoir area and went straight to the tank farm area of high-risk chemicals.

Once the fire ignites the tank, a chain explosion will occur, releasing a large amount of poison gas, and the consequences will be unimaginable.

Cong Shuyin ordered the officers and soldiers to protect the No. 37 and No. 42 crude oil tanks and the high-risk chemical tank farms, and set up a life-and-death defense line between the two tanks, vowing to live and die with the fire.

Under the thick smoke, fires, explosions, and high temperatures of thousands of degrees, more than 1,000 officers and men of the Dalian City Public Security Fire Detachment fought against the fire in an incomparably tragic fire field.

The leaders of the detachment divided the troops to guard, commanded from the front, went deep into the forward positions to open up 5 battlefields, formed 40 attack groups, set up 15 water cannons, 46 foam cannons, 13 water cannons and 26 foam guns, and used more than 60,000 tons of water, 880 tons of foam, 109 tons of cement, and 4,200 tons of sand and gravel, so as to control the fire to a minimum and win valuable time for the arrival of the province's rescue forces.
