Liu Mingkun, deputy head of the Tieling City Public Security Fire Detachment, quit smoking for 8 years, picked up the cigarettes again at the 7.16 fire scene, and smoked two packs of cigarettes a day, plus 15 bottles of mineral water.

At 4:42 a.m. on the 17th, reinforcements from the Tieling detachment set off at the Tielingnan exit of the Harbin-Dalian Expressway and galloped to Dalian.

They assembled 10 combat vehicles, including foam trucks, dry powder trucks, and heavy water tankers, and 61 officers and men, marched more than 500 kilometers, arrived at the assembly area at 11:46 a.m., and entered the position at 12:40 p.m.

Liu Mingkun went to the fire site and looked at it, the fire more than ten meters high was overwhelming, and dozens of oil canisters were roasted in the fire, which was an unprecedented major battle.

He first worked with the officers and soldiers to extinguish the fire in the trench on the northeast side of the No. 103 tank, and then carried out fire extinguishing and cooling of the tank, and was also responsible for the monitoring of the 6,000 square meters on the east and north sides of the tank to prevent re-ignition.

After receiving the task, the Tieling detachment quickly formed a combat formation according to the performance of the participating vehicles, and one main battle foam vehicle was used to cool down one water cannon and one water gun, and other vehicles were grouped to alternately transport water and water supply.

Liu Mingkun led the officers and soldiers in close combat, his voice was hoarse, his face was blackened, and his combat uniform, which was wet with water, was dried by the fire over and over again.

He and his officers and men held the position in front of tank No. 103 for 80 hours, cooling and extinguishing the tank without interruption until the morning of July 20 to launch a general attack.

At 14 o'clock on July 18, the detachment formed a storming group to go deep into the No. 103 tank to organize a foam artillery position.

After receiving the order, Liu Mingkun selected the backbone forces, carried the foam cannon, withstood the thick smoke, faced the flames, and set up a position in the tank.

After 2 hours of coordinated operations, the fire was effectively controlled. At 17:05 p.m. on July 19, Liu Mingkun found smoke coming out of the oil pipeline and the temperature was extremely high.

Upon investigation, it was found to be a sewer, and there was an oil fire in it, which could not be extinguished with seven or eight tons of foam. Liu Mingkun asked the engineers and technicians to find the drawings, and learned that the sewer was spacious inside, could run cars, and was connected to the entire oil depot.

He hired an excavator to clean the wellhead and plug it with sand and gravel, eliminating a potentially major hidden danger. When cleaning the wellhead, the dark fire and oil vapor may explode at any time, Liu Mingkun knows this, and still fights fearlessly until the danger is eliminated.

The Tieling detachment reinforced Dalian, and took it back and forth for more than 120 hours, during which Liu Mingkun only slept for 10 hours.

In addition to fighting, he used cigarettes to relieve his fatigue when he was free, and he smoked more than a dozen packs of cigarettes during that period.
