Han Junming, deputy head of the Dandong City Public Security Fire Detachment, knew better than anyone else the serious consequences of the explosion and fire of the oil tank in Dalian. He was transferred from his post as chief of staff of the Dalian City Public Security Fire Detachment to the Dandong Detachment just last month.

When he was the chief of staff of the fire brigade in Dalian, Han Junming participated in the fire extinguishing plan formulated for the Dagushan oil depot and the fire safety assessment for production. He is well aware of the number of oil tanks, oil storage, chemical properties and reserves, topography and fire-fighting facilities in the reservoir area.

The Dagushan Petroleum Reserve Area has been planned and constructed since 2004 and continued to be built in 2005 and 2006. Han Junming and other fire police officers reviewed their design drawings. The water fire extinguishing system and foam fire extinguishing system of the oil tank are perfect. Han Junming asked at the time: What if there is a fire in the case of power outage and water outage? The factory did not believe that such a possibility was possible. The construction direction of the fire police officer affirmed: the safety system designed for the crude oil tank can withstand the first blow. That is to say, if it hits the oil tank, there will be no explosion and fire. Han Junming pointed out that no matter how good the design is, the actual fire will be completely different from what was expected, and he proposed to the factory that it is necessary for the fire brigade in the reservoir area to be equipped with long-range fire-fighting guns with a range of 70 to 80 meters, and to establish a long-range water supply system. The factory believes that the existing design is fully safe.

Han Junming remembers very well that at the tank fire safety assessment meeting, he made it clear that the current process of fire extinguishing is unreliable. In the event of a power outage, the process fire extinguishing is immediately paralyzed.

Unfortunately, the truth is exactly what Han Junming expected.

At 20 o'clock in the evening of July 16, Han Junming learned the news of the explosion and fire of the Dalian oil tank. He was not on duty that day, but he took the initiative to ask Ma Weiming, the leader of the detachment, to fight, saying that I was familiar with the situation in the Dalian oil depot area, including the road conditions in Dagushan, the location of the oil tank, and the water source conditions, and asked for instructions to fight with the team.

Ma Weiming, the leader of the detachment, greatly appreciated Han Junming's initiative, but Ma Weiming did not know that Han Junming had already made up his mind to never return for this trip, and he felt that it was unlikely that he would survive the Dalian oil tank fire. Not only him, but the entire detachment reinforcements did not necessarily survive.

Knowing the danger and daring to dedicate oneself requires greater courage than ordinary people. At this point, Han Junming can be called a lone hero. In the reservoir area, where is xylene and where are all kinds of chemicals, Han Junming knows it well.

Han Junming and Ma Weiming got into the same car and galloped towards Dalian. In the car, Han Junming said: "The storage capacity of the No. 103 tank that exploded and caught fire is 100,000 tons. Someone didn't believe it and said, "You're mistaken, aren't you?" It's 1,000 tons or 10,000 tons. Han Junming said: "That's right, the crude oil reserves are 100,000 tons. He suggested to the detachment leader Ma Weiming: "The equipment of our Dandong detachment is on the same level as that of a fire brigade in Dalian. To extinguish oil tank fires, first, it is necessary to establish the idea of fighting a protracted war, and to deal with this kind of fire, it will not be completed in a few days. Second, the danger is great, and we should be mentally prepared for bloodshed and sacrifice. In 1984, Huangdao, Shandong Province extinguished a fire in an oil tank with reserves of 20,000 tons, sacrificing 14 firefighters. Third, collect good fire materials, this kind of fire is not easy to encounter, it is valuable information and teaching materials. Fourth, when fighting a tank fire, it is normal to retreat at any time as the situation changes. The conventional way of playing is to attack and retreat. Because, the signs of boiling and splashing in the oil tank in an instant are not something that ordinary people can find, and the tactics must be flexible. ”

In the car, Han Junming gave Ma Weiming a detailed introduction to the geographical location of the Dagushan oil depot, the area of the reservoir area, the water source of the road, the distribution of the tank farm, and the nature of the stored goods, which provided a detailed and accurate decision-making basis for the Dandong detachment's reinforcements to smoothly enter the battle.

Although Han Junming was fully mentally prepared for the difficulty of this fire, he still shuddered when he entered the combat area of the Dandong detachment. This is the crude oil loading and unloading terminal, in the shape of a U, the oil fire gushing out of the explosion of the No. 103 tank flows wantonly, gathering into a basin-type fire near the sewage outlet of the wharf, and dozens of meters away is the xylene storage tank area, and the xylene has become a red line of life and death.

According to Ma Weiming's deployment, Han Junming immediately contacted the Dalian detachment to share fire information. He went deep into the fire and fought for five days and five nights in a row, covered in patches of red spots. At the scene, he studied the combat plan with the detachment commander and chief of staff for a while, asked the front-line commanders of the general unit and the Dalian detachment for instructions and reported for a while, and held water guns with the soldiers for a while and dragged water belts to extend the position.

The flowing fire produced a large amount of smoke, choking people's tears. At that time, the sea surface burned an area of more than 60,000 square meters, the wind speed was 8 to 9, and the wind direction was opposite to the direction of the flow of crude oil. Braving the high temperatures that can melt steel, the officers and men fought bloodily to finally extinguish the fire along the wharf and successfully kept the xylene storage tank farm and the oil pipeline on the east side of the wharf safe.

Recalling the experience of the fire, Han Junming's most painful thing was that he didn't sit and lie down, and in the end he couldn't even stand, and his body swayed. When he was most tired, he tried to take a few steps forward, but he couldn't walk, and he felt that his body weighed 800 pounds, so he wanted to fall to the ground and fall asleep. But Han Junming didn't dare to be sleepy, he had to take care of the soldiers at all times, that was 38 fresh lives, how many people to bring and how many people to bring back.
