At 2:30 a.m. on July 17, the Panjin City Public Security Fire Detachment arrived at the fire scene. They entered the oil terminal position in the eastern region, and Zhao Jianhua led two attackers to carry out fire reconnaissance.

The continuous leakage of crude oil from the underground oil pipeline of the oil terminal formed a sea of fire, and three surface oil pipelines with a diameter of one meter and a length of more than 300 meters were surrounded by fire, and the explosion was imminent. Zhao Jianhua has been in the army for 20 years, participated in thousands of firefighting battles, and saw fire burning underground, on the ground, on the sea and on the walls for the first time. The three oil pipelines have burned out and are about to burst. Laymen look at whether the flame is high or not, and insiders look at whether the oil tank and oil pipe are deformed, and a big explosion will occur if the deformation occurs.

What's even more terrifying is that more than 1,100 barrels of finished fuel oil, seven fuel tanks, and one oil depot and one lubricant are stacked in the courtyard of the ship fuel supply company, which is only 30 meters away from the combustion zone. What is about to happen here is not an explosion, but a chain explosion, and it is not an exaggeration to say that it is extremely critical. Zhao Jianhua ordered the six high-spray trucks of the special service brigade to form their own water supply system, and sent out four foam guns to extinguish the fire on the ground and prevent the fire from spreading in the direction of the fuel company. Two self-swinging water cannons were used to cool the burning oil pipeline. Six water cannons were erected in the warehouse yard for cooling.

The fire had just been suppressed, and a deflagration occurred on the east side of the oil pipeline. After the oil vapor is suppressed, it will inevitably explode when it accumulates to a certain pressure. When the deflagration occurred, Zhao Jianhua clearly remembered the scene at the scene. Out of instinct, the six officers and men of the assault group suddenly raised the foam gun above their heads, but no one retreated, and no one threw down the gun. In an instant, the fire was chaotic, and there were waves of fire in front of him. Zhao Jianhua stood at the forefront of the battle, responded flexibly and commanded decisively. At 7:30, the fire at the crude oil terminal was completely extinguished and transferred to guardianship to prevent recurrence. At 10:30 a.m. on the 17th, the Panjin City Public Security Fire Detachment received an order from the General Headquarters to reinforce the Dalian detachment to extinguish the No. 103 tank fire. There is no doubt that it is the most dangerous and difficult position, and it is also the dangerous place of the life-and-death decisive battle of the Dalian Public Security Fire Brigade. After deploying the peripheral cooling force, the head of the detachment Lu Xiaoming ordered the first attack group of the Panjin detachment to carry a foam cannon to enter from the collapse formed by the explosion of the tank and forcibly attack the inside of the tank.

Anyone who has been to the 7.16 fire scene knows that people standing 100 meters away from the No. 103 tank still feel the strong radiant heat generated by the flame and the high temperature of the tank wall. Everyone at the scene was nervous at the moment when the attackers walked to the tank. The more the attackers walked into the tank, the more their hearts beat violently. The attackers sprayed foam at the slope where the burning tank collapsed, and with a "boom", the fire in the tank increased, and they pounced on the four people of the storming team. These four officers and soldiers can be called fearless warriors, and they did not take a step back, but continued to push forward, demanding that the amount of foam be increased. The fire at the collapse weakened, and the first attack group resolutely advanced into the tank. At 11:30, the head of Lu Xiaoming's detachment ordered Dong Chenglong, Ru Zhiqiang, and Li Zengxiang to form the second attack group, and Cai Donghui, Liu Mingming, and Zhang Bao to form the third attack group, and entered the tank to assist the first attack group to extinguish the fire.

After they entered the bottom of the tank, the second attack group set up a self-swinging foam gun position on the southeast side of the tank farm, and the third attack group used foam guns to cover. During the battle, more than a dozen deflagrations occurred in the tank, and each deflagration caused the floating roof under his feet to shake violently. The combat boots of the officers and men were scorched by the heat of the floating roof. Almost every minute, they had to spray foam liquid on each other's bodies and hoses to cool down. Three hours later, they fought side by side with the officers and men of the Dalian detachment to bring the fire in the tank under control. Experts from the Fire Bureau of the Ministry of Public Security who were present at the scene redeployed tactics, and the officers and soldiers of the attack group withdrew from the tank.

After they walked out of the tank, the officers and soldiers outside rushed forward and hugged the members of the attack group tightly, and everyone burst into tears. People who have never been to the 16 July fire site cannot understand the difficult process of the officers and men who went to death and escaped from death, and they are closer than brothers.

Zhao Jianhua said that the Liaoning Provincial Public Security Fire Brigade has created a precedent for extinguishing fires in an 80-meter-deep oil tank unprecedented in the history of firefighting in the world.
