At 10:56 a.m. on the 17th, the Fuxin detachment arrived at the scene of the fire after a trek of more than 400 kilometers and 7 hours and 5 minutes.
The task given to them by the General Headquarters is to send out 4 vehicles and 2 water cannons to extinguish the fire flowing on the east side of Pier 11, and to send 7 vehicles to supply water to the combat vehicles of the Shenyang Detachment and the Taoxian Airport Fire Brigade on both sides of Pier 11.
The situation of the fire is unknown, and there is no way to start the fire fighting. Lin Wanshan and Zhang Jinjun could not enter the fire from the upwind direction, but they went deep into the fire from the downwind direction under the thick smoke to reconnoitre.
After finding out the situation, the detachment took three measures: First, use water cannons to disperse the smoke at the scene. Second, it is necessary to concentrate superior forces to stop the spread of flowing fires on the ground.
The third is to find water sources and open up channels to supply water to vehicles of the Shenyang detachment and Taoxian Airport. Due to the serious oil leakage, the burning was violent, and the temperature at the site was extremely high.
The crude oil after the explosion was strewn around the pipelines that crisscrossed the ground. The foam hits the pipes and sizzles, turning into steam in an instant.
The warrior's boots flowed into the hot foam, and the feet were burned with blisters. The staggered pipelines formed dead corners that could not be completely covered with foam, and the fire re-ignited many times, making the fire extinguishing process extremely difficult.

Fire hydrants were originally installed at the fire site, but high-intensity fire hydrants require high-voltage electricity to activate. After the explosion and fire, the power was cut off at the scene, the fire hydrant could not be used, and the water truck was required to keep supplying water.
The Fuxin detachment made careful arrangements for laying trunk lines and driving routes to ensure the uninterrupted water supply on the front line of firefighting and contribute to the final victory of the firefighting battle.
At 15:09 on the 17th, they received an order from the General Headquarters to send 5 combat vehicles to guard the trestle with the Panjin detachment to prevent re-ignition.
At 4:09 p.m., they moved to the east side of tank No. 103 and laid two main water supply lines to cool the pipe flanges and extinguish the remaining fires.
At 20:05, after continuous fighting, the temperature of the pipes was lowered to a safe level, and the open flames at the scene were extinguished.
Subsequently, the officers and men participating in the battle were divided into combat groups to take turns to monitor and clean up the fire scene until the fire was completely extinguished.
During the battle, the Fuxin detachment produced 138 tons of water, supplied 870 tons of water, and consumed 25 tons of foam liquid, successfully completing the combat mission assigned by the superiors.
