At 3:20 a.m. on the 17th, the Provincial Fire Brigade ordered the Shenyang Public Security Fire Detachment to mobilize the second batch of forces to reinforce the Dalian fire.

Chief of Staff Miao Maosheng led 80 officers and soldiers and 16 fire fighting vehicles to Dalian. Captain Li Guoxiao's detachment arrived at the Dalian fire site on the morning of the 17th.
