Chapter 6 Low Tide Period
1. Deng Yanda is reincarnated
Chen Cheng, in the early days of the Anti-Japanese War, people who didn't know the details had some illusions about him. There are two reasons for this: first, he served as the commander of the Left Wing Army during the Battle of Songhu, and indeed fought several battles. Second, the organization of the Political Department has made the cooperation between the Kuomintang and the Communist Party concrete in form, and has also recruited a large number of cultural people, increasing his value.
You think, even Zhou Enlai has become a vice minister, this is worth it!
But in fact, this Qiu Ba, who started with the suppression of the Communist Party, knows what politics and culture! He was of short stature and imitated "Genarari Seymour" in his every move, and foreign journalists in Wuhan gave him the nickname Pocket Geue
A-lissimo (Generalissimo's pocket book). Actually, it would be more precise: he was nothing more than a wooden man in the hands of a puppeteer.
The puppeteer didn't have the heart to resist, but because of internal and external persecution, out of necessity, he let the puppet in his hand come out and perform some gestures from time to time. Who is the show for? On the one hand, it is a show for the common people, and on the other hand, it is also a show for the enemy.
The common people said: The country has reached a critical juncture for its survival! Ten years of civil war has attracted a great invasion from the enemy, and you can't fight a civil war anymore! You have to unite to resist Japan and save the world! You want to "unite the nations of the world who are waiting for me on an equal footing." The Xi'an Incident left your life, you have to understand what it means!
Yes! - The puppeteer replied not only by singing, but also by gestures and puppet performances: I am no longer fighting internal wars, and I am now emphasizing sincere unity. Don't you see? I restored the Political Department and united the Communist Party and a large number of left-wing cultural people. I had a non-aggression pact with the Soviet Union, and many Soviet advisers and air forces came to help us in the war. Don't you see?
The common people are easily deceived, and the so-called "gentleman can be deceived by his side". But the enemy—the utter villain—is not easily deceived.
When the enemy launched the "August 13" campaign in Shanghai, our puppet division was in Nanjing at that time and hurriedly concluded the Sino-Soviet non-aggression pact on 21 August. This was not enough, and on September 22, the Communist Party and the Communist Party issued a joint declaration "to go to the national disaster together." (At the time, someone explained it this way: "It is difficult for the Communist Party to go to the Kuomintang.") ”)
This means very clearly, in addition to the perfunctory internal, to the enemy is saying this: You don't force me anymore, Japanese lord, if you force again, I will be red!
However, the Japanese ignored it and took not only Shanghai, but also Nanjing.
After the enemy took Nanjing, he did not pursue it to the west, but launched the Lunan Campaign, hoping to open up the Jinpu Road and connect the coastal areas of Northeast China, North China, and East China on the mainland, so he gave the puppeteers a chance to perform: this time it was a performance in Wuhan, and even we ourselves became puppets of puppets.
The significance of this performance is also very clear today. In addition to the perfunctory internal, the enemy is saying this: You are blatantly trying to force me again, Japanese lord, you see that I am going to turn red!
However, the Japanese also ignored it for the time being, and he was wholeheartedly attacking Xuzhou. It was originally a gesture, where would you recognize it? You have to be serious and deceived, you deserve it! However, Chen Cheng became famous because of this.
At that time in Wuhan, this Deng Yanda's old department (when Deng was the regiment commander of the Fourth Army, Chen was the battalion commander), with the resurrection of the Political Department, seriously seemed to be the reincarnation of Deng Yanda.
Who's to say not? Deng Yanda was in Wuhan during the Northern Expedition, in addition to serving as the director of the Political Department, he also served as the chairman of Hubei Province and the director of the Wuhan camp of the National Revolutionary Army, while Chen Cheng was in Wuhan during the Anti-Japanese War, in addition to serving as the commander of the garrison, he was actually appointed as the head of the Political Department, and soon he also served as the chairman of Hubei Province. With six arms and three heads, the first to shine, it is no wonder that this little wooden man is sometimes really "unstoppable".
Second, Li Gongpu was detained
Not long after the end of the Expanded Propaganda Week, one day, most of the people in the three halls put on their newly made military uniforms and drove to the headquarters of the Political Department to commemorate the week, and they heard the legend that Li Gongpu was detained by Chen Cheng!
I still don't know what the details are.
Some friends said: Gongpu returned from North China, went to see Chen Cheng early that morning, and criticized the Kuomintang and the Kuomintang army without fear. Chen Cheng was impatient when he heard this, and when he became angry, he detained him.
Gong Pu was still young at the time, and he sometimes spoke without consideration, so he was also misunderstood as a progressive. Unfortunately, he ran into the hot Chen Cheng again. Although Chen Cheng seems to be strong, his heart is extremely insidious. He also suffered during the Xi'an Incident, so he hated his friends who saved the Congress the most. Li Gongpu, who is too rash, can be said to be the enemy of the enemy.
However, at that time, after all, it was still a time when unity was being stressed, and everyone outside the Kuomintang was sincerely stressing unity, and the Kuomintang was also trying to unite with a keen heart. Chen Cheng inevitably made his Weifu a little too early.
Gongpu was detained, and everyone did not expand the incident for the sake of unity, and the rescue and protest naturally took great pains behind the scenes behind the scenes.
As for Chen Cheng, in order to hide his impatience, he couldn't help but find a truth, so he insisted: Gongpu instigated the labor tide. This is naturally "the sin that you want to add, and there is no excuse for it".
At that time, the workers of the Hanyang Arsenal were in the process of asking for a reduction in work and a salary increase, because the salary was still the same for more than 16 hours, which was too dry. However, the Kuomintang authorities blindly suppressed it. Their theory is: during the Anti-Japanese War, we can only talk about enduring pain and sacrifice, not about improving life; If we want to talk about it, it is to incite the class struggle and sabotage the war of resistance.
It is really funny to say that under the rule of the Kuomintang, there was such a period before and after the War of Resistance Against Japanese Aggression, and the literal mention of the workers and peasants seemed to be red. "Trade unions" should be renamed "trade unions", and "rural" should also be renamed "villages". Wouldn't today's young friends take this as a myth? Yes, the Kuomintang reactionaries did create such a mythical era before our eyes.
Li Gongpu's conversation with Chen Cheng also talked about the problem of the Hanyang Arsenal, so he was put on a red hat and became a red element who agitated the labor uprising.
But are the red-leavers guilty? Wasn't Vice Minister Zhou Enlai a member of the Communist Party?
I heard that our Vice Minister Zhou, on the issue of Li Gongpu, sternly protested to Chen Cheng:
"You can't use the name of the Political Department to detain Li Gongpu, because I joined the Political Department, and I am the deputy minister!"
"I'm holding it in my own name!" Chen Cheng resisted so stubbornly regardless of the front and back, but in fact, he should have said: "I am detaining in the name of the commander of the garrison." ”
Li Gongpu's detention is in fact exactly the same as Zhang Xueliang's detention to this day. To put it simply, it is the reactionaries' intimidation and attempt to take revenge, and there is no reason to talk about it.
However, Li Gongpu was lucky at that time, he was only detained for a month, and finally regained his freedom.
I'm going to write this interjection here, so I might as well reveal my intentions. We can see from this what kind of person Chen Cheng was, and at the same time, we can also see how severely the rights of the ordinary people in Wuhan at that time were severely restricted by the reactionaries. Of course, everything is progressing, and the reactionaries are intensifying.
3. Competitors emerge
Ever since Kang Ze was ordered to disband our Expanded Publicity Week march with false alarms, this hero has acted as a competitor to the work of the Third Hall, intervening and competing in everything.
For example, the compilation and printing of the "Record of the Atrocities of the Enemy" undoubtedly should be handled by the Seventh Propaganda Office of the Third Department, while the Second Department should rush to do it, saying that Kangze's special forces could collect a large amount of information in the occupied areas. But this reputation was robbed by He Jinhan in the first hall. The ministry decided to organize a compilation committee, which would be attended by members from the first, second, and third departments, with He Jinhan as the editor-in-chief. This is indispensable to us, our style is to "do but not cover", anyway, there is work to do. In fact, the production of this book, from the collection of materials, to the compilation and printing, to the storage and distribution, has always been done by the people of the three departments.
I remember that the printing was negotiated by us, and the ** branch of the Commercial Press was undertaken, and it was all pictures, and it was quite beautifully compiled and printed. Although a lot of it was lost in the Changsha fire, there were a lot of prints, and I believe that there must still be some books in libraries or personal collections in various places.
It is too unreasonable to rush to compile propaganda materials against the enemy. However, the more justifiable snatch than this is the work of the entire May, and almost all of them were caught by the second hall.
May is the month of revolution. The beginning is the "May Day" Labor Day, followed by the "May 3rd" Jinan tragedy, the "May Fourth" cultural movement, the "May Five" revolution, the "May Seventh" and "May Nine" national humiliation commemoration, and the last "May Three". If you want to let go of your work, it's a good opportunity.
However, Kang Ze seized the opportunity. At a ministerial meeting, he took a very resolute attitude to rush to do the work in May. He said: The festival in May is almost all related to the business organization of the second hall, and the second hall should be presiding. In the end, he took the victory. Someone outside said: I fought with Kang Ze very much about this matter, but it is not the same thing. Our budget has never been set, and as long as you don't pay for your work, you can't do your job. Thus the May of the Revolution has become our idle January. "May Day", under the auspices of Kang Ze, was spent silently and odorlessly. "May 3rd" to "May 9th" was designated as the "Publicity Week for the Expansion of Military Service and Shame", which was presided over by the Second Department and the Military Service Department of the Ministry of Military Affairs, and the Third Department assisted from the side, and it was also spent silently. At the time of preparation, it was decided to merge into the "May 3rd" to "May 9th", and there was no need to worry about the "shame" again.
Everything is really ideally done silently and odorlessly. Some of our friends are also happy to look at Xiao Shen and think that they have failed; But in them, in fact, it was a big success. Why? Because what they are trying to be silent and odorless, they are afraid of irritating the Japanese invaders!
The Japanese were intensifying their attack on Xuzhou at that time, which may have given the reactionaries an illusion. They thought that the Japanese invaders were reluctant to attack Wuhan directly, perhaps because they were afraid that they would really turn red, so they no longer forced each other.
Of course, in addition to this illusion, there is also a more important reason, that is, the deep and terminally ill ** disease - fear of the people.
Fourth, Xu Shouxuan resigned
The resignation of Xu Shouxuan, the head of the first section of the fifth department, was about the beginning of May, and I don't remember it very clearly now.
Xu Shouxuan was originally a progressive member of the Kuomintang, but at the same time a cadre of the Northeast Salvation Association. Because he made too rapid progress, he was respected by the Kuomintang, and was squeezed out by his fellow villagers in the northeast, such as Mei Foguang and Liu Wei, and went to France to inspect once before the war. He just returned to China and was invited to join the third hall, and he came with a very high enthusiasm for work, but after entering the hall, his work enthusiasm was seriously hit.
In order to print "Anti-Japanese War General Li Zongren", a black dot was first obtained. Because of this, the ministry began to restrict the review of documents, so the work of a section could not be carried out at all, and Xu Shouxuan had to leave with his sleeves up.
I said that I walked away, which was not rhetorical, because Xu Shouxuan had a conversation with me when he was leaving.
My friends in the first department are usually very good at writing articles in magazines or news supplements, but the left-wing style of writing aimed at intellectuals is not suitable for propaganda against soldiers and the people, and of course it is not suitable for the system of "official offices". Therefore, nine out of ten articles are not applicable. If it can be applied, it is sent to the ministry and is often refuted. This made Xu Shouxuan very impatient.
One time he came to my office with a resignation letter and several articles that I didn't think were very applicable, and he said, "These articles are all good in my opinion, and they can be published in a big magazine." However, this does not apply, that does not apply, I don't know what article to use! I really can't do this section chief, so I'm quitting!
I advised him to calm down and not be so angry.
He said even more angrily: I just can't calm down. If I can calm down, I can be a bigger official.
With that, he put his resignation on my desk and walked away.
Xu Shouxuan was like this, and finally left irretrievably. I'm very sorry for this. If you want to say that the sycamore leaves fall and know the autumn, Xu Shouxuan's walk also indicates the arrival of the autumn of the three halls - no, maybe it can be recognized that the three halls are the autumn of slaughter. Anyone who attends the Third Hall will agree with me, because almost every one of us lives in misery. If the work cannot be done step by step, the result of doing it will be immediately eliminated by the reactionary forces, and how can a person with a conscience not be depressed?
But about Xu Shouxuan's resignation, I am still a little sorry today. There are two things that should be added here.
The first was the reception of the "Sweep Newspaper", which we pushed back. The Sweep Newspaper (the predecessor of today's Peace Daily) was originally the organ of the Fuxing Society, but nominally belonged to the Administrative Training Department. Therefore, after the establishment of the Political Department, the newspaper should also be subordinate to the Third Department. But when we took over, we considered that we couldn't deal with it, so we had to shirk this responsibility, and Chen Cheng himself sent He Liankui to take it over. Later, Chen Cheng, He Jinhan and others had a head-on conflict over this incident, and we have never regretted it.
The second is that a section was originally intended to produce a monthly journal. If I had raised this matter with Chen Cheng alone before taking office, it might have been possible. But I did not take such a step to make the plan for the monthly magazine as part of the overall plan, in the general budget. As soon as the budget was delayed, so was the plan for the monthly magazine. After the work was taken over, the work was limited from the beginning, and it was impossible to pass the plan for a separate monthly magazine.
In this way, there is no organ to make speeches, so the friends of the first department are useless, and Xu Shouxuan is forced to retreat bravely, which I really feel regretful.
5. A big joke
The deputy director of the third department has been vacant for a long time, and I once recommended a friend of the CCP, but it was not approved. Later, it was Fan Shoukang who made a suggestion to me (I don't know if it was at the behest of Chen Cheng), why not recommend Fan Yang? He said: Fan Yang is a fellow villager of Chen Cheng, has a close relationship with Chen, is a law student from Tokyo Imperial University in Japan, and is an expert in judicial administration. If Fan Yang is appointed deputy director, on the one hand, he can maintain a close relationship with Chen, and on the other hand, he can also block people like Liu Jianqun from falling from the sky.
Fan Yang is a member of the design committee, and I am not familiar with him, but I have adopted this opinion without reservation. Although it was still delayed for some time, he had already moved to the epiphany forest to stay.
Once, Fan Shoukang and I gossiped in Fan Yang's bedroom and talked about the issue of party membership. I told him: Actually, I was also a member of the Kuomintang for a period of time, and I may have joined the party earlier than Chen Cheng, but I was expelled when Ninghan split.
Fan Yang was very interested in hearing this, and he said: It is very easy to restore the party membership now.
I replied to him: Of course it's easy, but at the moment the existence of party membership is insignificant.
That's all I said to him, but somehow he misunderstood what I meant. Two days later (I can't remember the date, but it was about mid-May), at three or four o'clock in the afternoon, he enthusiastically took a copy of the Central News Agency's correspondence for that day. One of them was the highest resolution of the Kuomintang, which restored the party membership of more than 30 people, one of whom was me. Among these 30 or so people, almost all the leaders of the CCP are included.
I was amazed: how could I make a decision without asking for my consent? Did the CCP leaders ask for their consent?
Fan Yang proudly ran to me and said, "I have reported to Minister Chen about your conversation with me two days ago." He was very happy, reported to the "highest", and then decided to settle down and reinstate your party membership.
But in the evening, only three or four hours apart, the next draft of the Central News Agency came. This time, there is another supreme resolution of the Kuomintang, which is a resolution to cancel the previous reinstatement of more than 30 people.
This is really a joke that can make people laugh, isn't such a supreme party discussion really out of child's play?
In fact, no prior consent was sought from anyone. When the first message was issued, the CCP office solemnly protested, so there was a second cancellation. This news was not reported in Wuhan: because it was corrected on the same day, it had time to be erased on the same day. But in remote places, such as Chongqing, they have all seen newspapers.
This big joke contains a big conspiracy. At that time, the reactionaries were chanting the cliché that "there is no party outside the party, and there is no faction within the party," and sometimes, strangely, they went so far as to propagate to the international community, saying that "there is no longer a Communist Party in China." In order to satisfy this subjective desire, this strategy is tentative. If the first news is not immediately protested, or if the protest is not severe, then it is exactly what the Kuomintang has done: the Kuomintang has indeed "melted" the Communist Party, and there really is no Communist Party in China.
Jokes, indeed big jokes. But here I want to admit frankly that my own recommendation of Fan Yang, the deputy director, must be regarded as a big joke.
Sixth, Hu Yu came to power
Hu Yuzhi's appointment as the director of the Fifth Division was unanimously expected by everyone, but he arrived at the latest. He originally stayed in Shanghai to work on the publication of "The Complete Works of Lu Xun", but he could not withstand repeated urging from his friends, and it was not until mid-May that he arrived in Wuhan. At that time, I remember that it was after Xu Shouxuan had already left his job.
After Hu Yuzhi arrived in Wuhan, he also hesitated to take office. I remember once I was with several friends who invited him to dinner in a restaurant in Hankow, and I almost knelt down to him to urge him to take office.
After a week of hesitation, he finally took office. This is a shot in the arm for the same people who are depressed in the low tide period.,Especially after the departure of the section chief.,It's like a shot in the arm.。 Yu Zhi's style is very neat, and as soon as he took office, he made a surprise plan to challenge the sixth department with a work competition. The work is indeed a period of intenseness.
However, what can be done is regrettable, and it can only be a booster, and it cannot completely eliminate the depression of the three halls. The three halls were abused by congenital stepsons, and some people even said that "the three halls are a disguised reflection house". We do not allow you to pass the budget of the operating expenses. The lower-level political departments do not have the authority to command, and even the relevant work reports are not readily available. As a result, all the regular work cannot be carried out, especially the work of words. (The situation is slightly different for the work of the seventh division against the enemy, because there is no other agency to compete with us.) Affected by such limitations, even if he has great ambition and a high sense of responsibility, he is also infected by depression in the face of helplessness. The assault plan lasted only a week, and then it was depressed again.
It is a hard thing to have a job without the ability to do it well. If you have the ability to do no work, it is even more of a hard job. We are people looking for a job to do, important work is in front of us, all over the place, but we don't let you dye your hands, who can not be depressed if you have a conscience?
Yue Zhi is a veteran of making articles, and he is a person who has always paid attention to efficiency, and when I recall it today, the work he did is very strange, I can only remember one thing, and it is an insignificant one.
It was a non-smoking commemoration of June 3rd. Logically speaking, this anniversary should not be unimportant, but just as the smoking ban is a story, the smoking ban commemoration has always been just a story.
But in the spirit of finding a job to do, we would like to emphasize this commemoration. Because at that time, the Japanese invaders were implementing their poisoning policy in the occupied areas, and the smoking ban was abolished, and red pills, white noodles, ***, and morphine were dumped in large quantities, so as to corrupt the physique and spirit of our Chinese from the roots. We should take this opportunity to expose the enemy's conspiracy and awaken the vigilance of the people of the country on the other.
We have drawn up a plan to expand the anti-smoking commemoration and want to do it on a large scale for three days. After the plan was presented, only one article was stolen to do, and the anti-smoking commemoration itself was still carried out by the anti-smoking committee and the city.
What kind of article did you make? That is, to draft a "letter to the people for the commemoration of the ban on smoking" for the "supreme". The "supreme" proclamation has always been written by Chen Bui, but this time, perhaps because the plan was proposed by us, it was approved and submitted to the three departments for drafting.
For the sake of prudence, I asked Yu to draft one, and I also drafted one myself, and sent it together. The article later became a hodgepodge, that is, Yue Zhi took a part, mine took a part, plus a part of Chen Bui, and it may have been corrected by the "highest", but it really became the four dislikes.
