On June 25, North Korea, with the tacit approval of the Soviet Union, launched an undeclared war to unify the country. On September 16, the supreme leader of the DPRK, who realized that he had been deceived, strictly ordered the Korean People's Army to launch a counteroffensive with T-34 tanks as the main force! On September 25, after three days of desperate resistance by the People's Army, Seoul fell! But what the North Korean authorities never expected was that this was the beginning of all the nightmares of the KPA, and out of fear of being flanked, the KPA began to turn from a great retreat to a major rout, and the pre-war Korean territories fell one after another, and the North Korean authorities forced the trend to move the center of power to the area near the Yalu River, and wrote letters seeking help from China and the Soviet Union.

Stalin realized: if the Korean People's Army failed, the entire Korean Peninsula would fall into the hands of the Western camp, led by the United States. The situation in the Far East would immediately change, and the interests of the USSR would be directly threatened. The Soviet Union must not allow the West to occupy all of Korea. However, the Soviet Union could not enter into a head-on conflict with the United States, because the Soviet Union and the United States were still in friendly relations just after the end of World War II. So, Stalin thought of China.

Stalin also knew about the situation in China, which had just ended its civil war and was in a period of economic recovery, which was very difficult. But he also took into account China's interests in the northeast, and the United States sent a fleet to occupy the Taiwan Strait while sending troops to Korea, which prevented China from successfully realizing its military plan to liberate Taiwan. Therefore, according to Stalin, the Korean war was also closely related to China's interests. The plan he considered for aiding the DPRK was that China would send troops into the DPRK to directly support the DPRK in resisting the US and south Korean troops, and that the Soviet Union would provide the Chinese army with more advanced weapons and ammunition. So Stalin sat down and wrote a letter to China's supreme leader and Zhou Xiangyu.

In this letter, he proposed to the Chinese Government in a consultative tone that China should directly send troops to Korea. He said: The situation in Korea has become extremely bad, the 1st and 2nd Army Corps of the DPRK have been divided and surrounded by enemy forces, and there are no enemy troops in the Seoul area, and the road to the 38th parallel can be said to be open. Therefore, "I consider that if in the light of the above situation it is considered possible to send troops to the aid of the Korean comrades, even if it is only five or six divisions, so that the Korean comrades can form reserves north of the 38th parallel under the cover of your troops." The Chinese army can send troops in the name of volunteers, of course, still under the dispatch of Chinese commanders." In his letter, Stalin also made it clear that he had written this letter without prior communication with the Korean comrades, but solely for the purpose of soliciting the opinions of the Chinese comrades, and that the final decision should be made according to the opinions of the Chinese comrades, without the slightest intention of imposing it on others. ”

Before making the decision to send troops to North Korea, the supreme leader of China also repeatedly considered in his mind the traditional friendship between the Communist Party of China and the Workers' Party of Korea, as well as the international political situation at the time. His ideological tendency was to send troops to aid the DPRK.
