Because it is difficult for apprentices to find the true master, after all, people who stand in a low place will always see that the high place is covered by clouds and mountains and fog, and if you can see clearly, then the level of the disciple is equivalent to that of the master, so why bother to apprentice? But those who stand on a high place are easy to see the people below clearly, so they can only take the initiative to find the disciple, and it is difficult for the disciple to find the teacher, and his own ability is not enough, so he can't distinguish the true master at all.
