Article 3 projects with special requirements for technology and performance shall be evaluated by comprehensive evaluation method. The scale and standards of projects with special requirements for technology and performance shall be issued separately by the Minyue Provincial Department of Housing and Urban-Rural Development (hereinafter referred to as the "Provincial Department of Housing and Urban-Rural Development").

Projects with general technology, performance standards or the tenderer has no special requirements for its technology and performance shall be evaluated by the lowest bid price winning method. Among them, the bidding control price of 8 million yuan and below (the provincial government or the provincial government office has other documents, from its provisions) of the project, can use the simple bid evaluation method to evaluate the bid.

Article 4 comprehensive evaluation method and the evaluation of the lowest bid price winning method are divided into A, B two categories, class A is applicable to the application of Minyue Province construction enterprise credit comprehensive evaluation score of the project, class B is not applied to the Minyue Province construction enterprise credit comprehensive evaluation score of the project.

The comprehensive credit evaluation score of construction enterprises in Minyue Province (hereinafter referred to as the "credit score") referred to in these measures is the quarterly credit score of enterprises in the corresponding project category announced by the Provincial Department of Housing and Urban-Rural Development through the comprehensive credit evaluation system of construction enterprises in Minyue Province.

Chapter 2 Bidding Control Price and K and Q Value

Article 7 The tenderer and the bidding control price compilation and examination unit shall not violate the relevant provisions to lower or raise the bidding control price. If the bidding control price exceeds the amount of the approved budget estimate of the same caliber project, the tenderer shall report to the project examination and approval department for approval in accordance with the regulations.

Article 8 K value is the extent of the reduction in the cost of the competitive project in the bidding control price. The value range of K is dynamically managed, and the Provincial Department of Housing and Urban-Rural Development adjusts it in a timely manner according to factors such as changes in market conditions, and announces it to the public. At this stage, the range of K values is as follows:

(1) The general contracting project of prefabricated building construction is less than 5%;

(2) The general contracting project of housing construction (except for the general contracting project of prefabricated building construction) is less than 10%;

(C) municipal infrastructure construction general contracting projects within 12%;

(4) Other projects are less than 10%.

Among them, when the bid price is less than the benchmark price for bid evaluation, the Q value shall not be less than 3 (hereinafter referred to as "negative deviation from the Q value"); When the bid price is greater than the benchmark price for bid evaluation, Q shall be twice the negative deviation from the Q value. The specific Q value shall be specified by the tenderer in the bidding documents.

Chapter 3 Lowest Bid Price Winning Method After Evaluation

Article 12 of the evaluation of the lowest bid price of the bid method to set the benchmark price for bid evaluation.

Benchmark price for bid evaluation = (bidding control price - provisional amount - provisional valuation of professional engineering - material cost for A) × (1-K) + provisional amount + provisional valuation of professional project + material cost for A. K ranges from 4%. The K value shall be determined by the tenderer after all bidding documents are decrypted in accordance with the time and manner specified in the bidding documents.

Article 13 of the lowest bid price after evaluation of the method of winning the bid to adopt a limited number of shortlisted evaluation system.

(1) When the number of bidders is not more than (including) 50, all of them will be shortlisted.

(2) When the number of bidders is more than 50, the list of shortlisted bidders shall be determined in the following ways:

If the Class A method is adopted, when the bidding control price < 30 million yuan, 50 bidders will be randomly selected from all bidders whose bidding quotation is within the calculation range of the bid evaluation benchmark price; When the bidding control price < 30 million yuan ≤ 100 million yuan, 15 bidders will be randomly selected from the bidders whose bidding price is within the calculation range of the bid evaluation benchmark price and the top 50 bidders with credit scores (if there are more than one bidder with the same credit score in the 50th, they will enter the drawing at the same time, the same below), and then 35 bidders (including bidders who have not been selected for the first time) will be randomly selected from the remaining bidding quotations within the calculation range of the bid evaluation benchmark price; When the bidding control price ≥ 100 million yuan, 20 bidders will be randomly selected from the top 50 bidders whose bidding quotation is within the calculation range of the bid evaluation benchmark price and whose credit score is ranked, and then 30 bidders (including bidders who have not been selected for the first time) will be randomly selected from the remaining bidding quotations within the calculation range of the bid evaluation benchmark price.

If the method of category B is adopted, 50 bidders will be randomly selected from the bidders whose bid quotation is within the calculation range of the benchmark price for bid evaluation.

Article 14 of the use of class A method, the bid evaluation committee of the shortlisted bidders in accordance with the absolute value of the bid price and the evaluation benchmark price difference from small to large, the selection of the top 5 (if any one appears more than one tied, regarded as the same name, the same below) bidder's bid documents for review. After evaluation, if the number of valid bidders is less than 3, 3 will be supplemented each time according to the ranking, until there are no less than 3 qualified bidders after evaluation.

If the Category B method is adopted, a 100-point scoring system shall be implemented, which shall be composed of bidding quotation points. The bid evaluation committee of the shortlisted bidders in accordance with the provisions of Article 11 of these measures to calculate the bid price from high to low, select the top 5 bidders of the tender documents for review, after evaluation if the number of effective bidders is less than 3, then according to the ranking of each time to fill 3 for evaluation, until the evaluation of qualified bidders is not less than 3.

Article 16 of the use of class A method, through the qualification documents, business documents are qualified and the lowest value of the bid price multiplied by the credit coefficient of the bidder is the first winning candidate, and so on to select the second and third winning candidates. When there are two or more bidders' bidding quotation multiplied by the same value of the credit coefficient, the bid evaluation committee shall be sorted by the bidder's credit score, the bidding quotation from low to high, the level of the constructor of the person in charge of the project to be dispatched, and the level of enterprise qualification for the bidding project. The credit coefficient shall be announced by the Provincial Department of Housing and Urban-Rural Development and adjusted in a timely manner, and the credit coefficient at this stage is detailed in the attached table.

If the B method is adopted, the bidders who have passed the qualification documents and business documents will be qualified to recommend the winning candidates according to the bidding quotation from high to low, and the highest score will be the first winning candidate, and so on to select the second and third winning candidates. When there are two or more bidders with the same bidding quotation points, the bid evaluation committee shall be ranked by the bidding quotation from low to high, the level of the construction engineer of the person in charge of the project to be dispatched, and the qualification level of the enterprise used for the bidding project.

Chapter 4 Comprehensive Assessment Method

Article 17 The comprehensive evaluation method implements a 100-point scoring system, which is composed of bidding quotation scores, technical document scores (if any), credit evaluation scores (if any) and other factors (if any). Thereinto:

The bidding price of the A method is divided into 75-90 points, the technical documents are divided into 0-10 points, the credit evaluation is divided into 10 points, and other factors (if any, only similar project performance is set as a bonus condition) The full score value should not be higher than the negative deviation from the Q value and not more than 5 points.

The bidding quotation of the Category B method is divided into 80-100 points, the technical documents are divided into 0-10 points, and other factors are divided into 0-10 points. If there are other factors to set points, in principle, only similar project performance is set as a bonus condition; For professional projects with high maintenance requirements such as intelligence, fire protection, and air conditioning, maintenance items (including extension of life, etc.) can be set as bonus conditions according to the actual needs of the project. The full score value of similar project performance and maintenance items shall not be higher than the negative deviation Q value and shall not exceed 5 points.

Article 18 of the bid quotation points of the evaluation of the benchmark price calculation method is divided into A, B two, in the bid evaluation committee to complete the qualification document review, technical document review (if any), business documents review by the tenderer randomly selected one to determine.

(1) The benchmark price of type A bid evaluation = A×C + [(bidding control price - provisional amount - provisional valuation of professional engineering - material cost of A) × (1-K) + provisional amount + provisional valuation of professional engineering + material cost of A] × (1-C).

A is the arithmetic average of the bid quotations of 30% (rounded to the whole number, that is, the first decimal place is rounded, and the second place and later) and not less than 3 bidders are randomly selected within the calculation range of the benchmark price of the bid evaluation and passed the qualification document review, technical document review (if any) and business document review.

The range of C values is: 0.4, 0.45, 0.5, 0.55, 0.6.

(2) The benchmark price of bid evaluation = (bidding control price - provisional amount - provisional valuation of professional engineering - material cost of A) × (1-K) + provisional amount + provisional valuation of professional engineering + material cost of A.

The range of K in the above two bid evaluation benchmark price calculation methods is 2%-4%, and the specific range is determined by the tenderer in the bidding documents. K and C values shall be determined by the tenderer in public after the bid evaluation committee completes the evaluation of qualification documents, technical documents (if any) and business documents. When all qualified bidders' bids are outside the range of the calculation of the benchmark price specified in the bidding documents, C takes 0.

Article 19 during the detailed review of business documents, the bid evaluation committee finds that the bid quotation has one of the following circumstances, shall reject the bid: omitted.

Article 20 technical document score should be all members of the bid evaluation committee score after removing a highest and a lowest score after the arithmetic average multiplied by the weight of the technical document score.

Article 21 The credit evaluation score shall be determined by multiplying the credit score of the corresponding project category used by the enterprise for the bidding project in accordance with the provisions and the weight of the credit evaluation score.

Article 22 of the bid evaluation committee to meet the substantive requirements of the bidding documents of the bidding documents, in accordance with the provisions of the bidding documents to summarize the bidder's "technical score (if any) + bid quotation score + credit evaluation score (if any) + other factors (if any)" sum, as the final total score of each bidder. The winning candidate is recommended according to the final total score of the bidder from high to low, and the bidder with the highest final total score is the first winning candidate, and so on to select the second and third winning candidates.

When there are two or more bidders with the same final total score, the bid evaluation committee will be sorted by the bidder's credit evaluation score (if any), the bidding quotation score, the technical document score (if any), the level of the construction engineer of the project leader to be dispatched, and the enterprise qualification level used for the bidding project.

Chapter 5 Simple Bid Evaluation Method

Article 23 simple bid evaluation method refers to the tenderer according to the bidding control price in a reasonable cost range to determine the contract price, open random selection of the list of bidders into the evaluation and determine the list of winning candidates.

Article 27 The simplified bid evaluation method adopts a limited number of shortlisted evaluation systems. When the number of bidders is less than 20, all of them are shortlisted for evaluation; When the number of bidders is more than 20, 20 bidders will be randomly selected from all bidders for shortlisted review. When there are less than 10 qualified bidders after evaluation, 10 will be randomly selected from the remaining bidders to be shortlisted for evaluation until there are no less than 10 qualified bidders.
