Most of the empire's rulers saw Orzhov as a corrupt institution, but many were lured by their promises of wealth, prestige, and longevity.

The Ghost Council Ojieda:

The Orzhov Chamber of Commerce is ruled by a council of ghostly dictators, Ojieda, who have retained their wealth and power despite being detached from mortal bodies. The members of Ojieda call their organization the capital of survival because they have managed to cheat their mortal fate, keeping their consciousness and their greed out of the gates of death. Most of the members of Ojieda have the appearance of pale aristocrats. They are bigoted and resentful dictators, often trying to thwart ambitious subordinates, crush rumormongers, and spy on potential enemies. They crave wealth, respect, and loyalty. Ojieda rarely speaks directly to people outside the chamber; They usually communicate only through their official envoy, Tessa Karloff.

Reporting to Ojelda is a network of federations, which are independent operating units of the Orzhov Group.
