At the end of the first year of Wude, Gao Kaidao besieged Beiping County. Liaoxi Taishou Deng Wei led the army to aid Beiping County, and Li Jing temporarily moved his troops from Beiping to Liucheng in order to avoid the edge of Gao Kaidao. When the situation improved, Li Jing led his troops back to Youzhou, but was intercepted and killed by robbers on the way. The dragons were leaderless, and Gao Kaidao finally captured Beiping County and took advantage of the victory to occupy Yuyang County. Gao Kaidao defeated pride, proclaimed himself King Yan, changed the Yuan to Shixing, and built the capital in Yuyang. Its troops have thousands of good horses and more than 10,000 soldiers, and their influence is in the northeast of present-day Hebei Province.

Li Liang has been helping the poor since he became a monk, but he still can't satisfy the hungry, so he wants to open a warehouse to distribute food. At the meeting, the ministers were very divided on whether to open a warehouse to help the people. The ministers headed by Cao Zhen believed that the country was people-oriented, and should open warehouses to distribute grain and relieve the hungry; The old officials of the Sui Dynasty, represented by Xie Tongshi, were dissatisfied, and secretly formed a sworn alliance with the Hu clan and excluded Li Liang's cronies. At this time, Master Xie accused Cao Zhen and others of desperately opposing the distribution of grain to the people.
