Interest is the best teacher who motivates learning. "Those who know are not as good as those who are good, and those who are good are not as good as those who are happy", this is the truth. Leading cadres should regard study as a pursuit, a hobby, and a healthy way of life, and be eager to learn and enjoy learning. With a strong interest in learning, you can change "I want to learn" to "I want to learn", and "learn for a while" to "learn for a lifetime". In reality, some leading cadres either do not want to make progress and are unwilling to learn, or they are not diligent in their studies, or they do not really study when they decorate their appearances, or they do not study deeply in a hurry for quick success and quick profits, or they are out of touch and not good at learning. In the final analysis, it is still a matter of interest in learning. Comrade Xi Jinping once quoted a short story of Chen Wangdao, a revolutionary pioneer who mistook ink for brown sugar and dipped it in rice dumplings when translating the Communist Manifesto. This sweetness is the taste of faith, and it is also the taste of devoting oneself to it. When leading cadres study, they need to have such a spirit of good pleasure.

What Confucius meant by this sentence is that those who know how to learn are not as good as those who love to learn, and those who love learning are not as good as those who take learning as fun.
Here, Confucius talked about the three realms of learning: knowledge, goodness, and happiness. Among them, "knowing" is the lower realm of learning, which is equivalent to "asking me to learn"; "Good" is a higher level of learning, which is equivalent to "I want to learn"; "Happiness" is the highest level of learning, which is equivalent to "I love learning".
