In the second year of the reign of Emperor Shenzong of the Song Dynasty (1069), Wang Anshi led the famous "Xining Reform" in Chinese history. He emphasized not only legislation, but also "good law"; He pointed out that in order to make the law "good," it is necessary to carry out reforms.
In the article "Zhou Gong", Wang Anshi put forward his political views by evaluating the outstanding statesman Zhou Gong in the early Western Zhou Dynasty: "If the law is established in the world, the world will be governed; If the law is established in a country, then a country will be governed.
