Those who are good at forbidding will first forbid themselves and then others.

——"Speech at the Second Plenary Session of the 18th Central Commission for Discipline Inspection" and other articles

■Interpretation

Whether it is the implementation of the eight provisions or the resolute opposition to the "four winds", Comrade Xi Jinping has repeatedly emphasized that "striking iron requires oneself to be hard", "upright people first and oneself", "oneself must first do what one asks others to do, and one resolutely does not do what others do not do", all of which require leading cadres at all levels to set an example, take the lead in setting an example, and play an exemplary and leading role. If leading cadres only express their stance and do not set an example, and only shine flashlights on others and not on themselves, how can ordinary cadres have the motivation to change their work style? As the saying goes, if the leader doesn't take it, the buffalo falls into the well. If leading cadres say one thing and do another, the ban is only said on the lips, written on the paper, and hung on the wall, the public money is still eating and drinking, the bus is still overallocated, the office is still exceeded, and the system has become a "scarecrow". In this regard, leading cadres themselves are the standard for opposing the "four winds" and the benchmark for changing their work style, and the more strictly they demand themselves, the more they can produce the radiation effect of exemplary driving and release the positive energy at the above rate.

■Original text

Those who are good at forbidding will first forbid themselves and then others; Those who are not good at forbidding will be banned first and then themselves. It is forbidden to do so, and as for the prohibition of prohibitions, so is the order. If it is wanton in the body, and the rope desires in the public, the deceit in the officials, and the people in the truth. Seek what you have, what you don't have, what you can't take, what you can do to give up yourself, what you can't blame, and what you complain about.

——(Eastern Han Dynasty) Xun Yue, "Shen Jian: The Form of Government"

■Definition

"Form of government" is the essence of government. In "Shen Jian: The Form of Government", Xun Yue proposed: "Those who are good at forbidding will first ban their bodies and then others; Those who are not good at forbidding will be banned first and then themselves. "A person who is good at governing society with injunctions will first demand himself according to the prohibitions, and then demand others; People who are not good at governing society with bans will first ask others to do according to the ban, and then demand themselves. Xun Yue used this to warn the ruler to be righteous before he could order the prohibition, which was the "good forbidden".

Xun Yue's view inherited from Confucianism: "His body is upright, and he does not obey orders; His body is not right, although he does not obey the thought. More than 400 years later, Tang Taizong can be called a model of "good forbidden", he said: "If you are safe in the world, you must first correct your body, and there is no one who is upright and shadowed, and the upper rule is chaotic." Wei Zheng also said in Shangshu: "Do your best and not treat others, and seek yourself instead of being responsible." It can be seen that in ancient China, "righteous people first correct themselves" was regarded as the most important thing of "good forbidden".
