"Zizhi Tongjian" is a long chronicle history book edited by Sima Guang of the Northern Song Dynasty, and the title of the book means "in view of the past, there is a wealth to govern the Tao". It means that the key to governing the country is to employ people.

Sima Guang believes that the foundation of identifying talents lies in whether the leader is fair and clear.
