Peace without forgetting danger, survival without forgetting death, governance without forgetting chaos.

——"Speech at the Central Xinjiang Work Forum" and other articles

■Interpretation

"Prepare for the worst and strive for the best." Such "bottom-line thinking" is an important strategy for governing the country put forward by Comrade Xi Jinping. When talking about economic work and Xinjiang work, he quoted this famous sentence in "Zhou Yi" several times to warn everyone to maintain a sense of distress, see those problems that have not yet appeared but are about to appear, take precautions, and deal with them calmly. "Bottom-line thinking" is often embodied in a kind of decision-making wisdom and leadership method. Today's China has entered a "risk society", with various deep-seated contradictions becoming increasingly prominent, and unstable and uncertain factors increasing day by day. Macro issues such as local debt issues, network management issues, and values issues, as well as micro policies such as the adjustment of fertility policies, food safety management, and the reform of petition work, may become sensitive social risk points. Only by enhancing foresight and maintaining bottom-line thinking in social governance can we not forget joys and worries, take precautions, have calm in the face of difficulties, and have determination in the face of problems.

■Definition

"Zhou Yi", also known as "I Ching", referred to as "Yi", is one of the important classics of Confucianism. The content consists of two parts: the Sutra and the Biography. The embryonic period of the "Sutra" may be as early as the Yin Zhou Dynasty, as a divination use. The Biography is the earliest commentary on the Sutra, and the old biography was written by Confucius.

"Its death is tied to the bud mulberry" is the "Book of Changes" hexagram ninety-five words. The negative hexagram is the twelfth hexagram of the 64 hexagrams in the Book of Changes. 否 (pǐ): occlusion, which refers to the fact that heaven and earth do not communicate and all things do not communicate. If you don't have a hexagram, the hexagram is that heaven and earth are not sympathetic, which makes the way of life and nourishment of all things unsmooth. Symbolizing the dark and chaotic period of the villain's humanity and the gentleman's elimination, the gentleman should wait for the opportunity, accumulate strength, and not act rashly. "Zhou Yi Zhi Ci" is a text written by Confucius to explain Yi Li. In the "Dictionaries", Confucius quoted the negative hexagram and said: "A gentleman is safe and does not forget danger, survives but does not forget death, and governs without forgetting chaos." It means that a gentleman must not forget the danger when the country is stable, the country must not forget the defeat when it exists, and the chaos when the country is in order. He stressed that those in power should have a sense of danger and always be vigilant against difficulties and dangers that may threaten the future and destiny of the country. Be prepared for danger in times of peace, never slack off, and work diligently, so that we can live and protect the country.
