The 19th National Congress of the Communist Party of China (CPC) made new arrangements and put forward new requirements for deepening the practice of governing the country according to law. To deepen the practice of law-based governance, it is necessary to persist in taking the theory of socialist rule of law with Chinese characteristics as the guide, clarify key tasks under the overall goal of comprehensively governing the country according to law, and advance key tasks in the work layout.

Persist in the joint advancement of law-based governance, law-based governance, and law-based administration, and persist in the integrated construction of a country under the rule of law, a government under the rule of law, and a society under the rule of law.

General Secretary Xi Jinping stressed that comprehensively advancing the rule of law is a huge systematic project, and it is necessary to take into account the overall consideration, grasp the key points, plan as a whole, focus on joint advancement, and work integrated construction.

Governing the country according to law, governing according to law, and administering according to law are organically linked as a whole, and the three are the same in nature, one in goal, and related in effect, and must be unified with each other, jointly promoted, and formed a joint force.

The key to whether or not we can govern the country according to law lies in whether the party can persist in ruling according to law and whether governments at all levels can administer according to law.

Governing according to law is the basic way for our party to govern the country, which requires that we must adhere to the party's leadership in legislation, ensure law enforcement, support the judiciary, and take the lead in abiding by the law; Administering according to law is the basic criterion for the activities of governments at all levels, and requires governments at all levels to fully perform their functions in accordance with the law, and speed up the construction of a government under the rule of law with scientific functions, statutory powers and responsibilities, strict law enforcement, openness and fairness, honesty and efficiency, and law-abiding integrity.

A country under the rule of law, a government under the rule of law, and a society under the rule of law are interrelated, mutually supportive, and mutually reinforcing.

Among them, the rule of law is the goal of the construction of the rule of law, the rule of law government is the main body of the rule of law, and the rule of law society is the foundation of the rule of law.

The 19th National Congress of the Communist Party of China (CPC) clearly requires that by 2035, a country under the rule of law, a government under the rule of law, and a society under the rule of law will be basically completed, systems in all aspects will be more perfect, and the modernization of the national governance system and governance capacity will be basically realized.

This requires that in order to comprehensively govern the country according to law, we must adhere to the simultaneous planning and implementation of the three, and promote the mutual promotion and complementarity of the three.

Promote scientific legislation, strict law enforcement, fair justice, and law-abiding by the whole people. Scientific legislation, strict law enforcement, fair justice, and law-abiding by the whole people are the guiding principles for the construction of China's rule of law in the new era.

This policy not only covers the main links of legislation, law enforcement, justice, and law-abiding, but also clarifies the key requirements of each link, guiding the formation of a basic pattern of comprehensive law-based governance in the new era.

These arrangements and requirements have grasped the main links and key tasks of comprehensively governing the country according to law in the new era, and are highly pertinent and guiding for achieving the overall goal of comprehensively governing the country according to law.

The Constitution is the most important weapon. In March 2018, the first session of the 13th National People's Congress passed an amendment to the Constitution, enshrined the major theoretical views and major principles and policies determined by the 19th National Congress of the Communist Party of China, especially Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, into the country's fundamental law, elevating the party's propositions to the will of the country.

This fully reflects the firm belief of the CPC Central Committee with Comrade Xi Jinping at the core in governing the country and governing in accordance with the Constitution, reflects the common will and fundamental interests of the people of all ethnic groups in China, and makes solid steps to promote the comprehensive rule of law.
