Chapter 358: Consumables in the project

Although the North Vietnamese region has been rich in rice since ancient times, and there is no shortage of food, the status of prisoners of war doomed them to have no chance to have a full meal. If it weren't for the North Vietnam's intention to 'hand' them over to the Haihan people as debts, these people would have starved to death in prisoner of war camps.

The two ships of prisoners of war brought from North Vietnam totaled 600 people, but due to the weakness of the prisoners in the long-term detention, more than a dozen of them died during the transportation and were ruthlessly thrown into the sea by the crew. After arriving in Hong Kong, more than a dozen people were cleared out by the medical team for quarantine observation because of poor physical conditions, and finally 566 people were left in the hard labor camp. Each squadron will have a slightly older hard labor foreman, whose function is not at the administrative level, but is only responsible for instructing them in their work. Each camp is composed of five squadrons, and just on the construction site of Sanya New Town, there are four hard labor camps, totaling more than 2,000 people.

According to the plan of the Executive Committee, in the urban area of the Sanya Lianghe River Basin, a river wharf will be built along the river bank for several miles, and the supporting infrastructure work is extremely large, and it is far from enough to rely on the existing construction team of the Ministry of Construction, most of which will be completed by the current scale of more than 4,000 hard laborers. Although the bodies of these laborers are still very weak, the construction department does not have time for them to slowly recuperate, and the deadlines of various projects are very tight, and the expected construction goals cannot be completed on time, and everyone's life will not be easy. The most immediate and effective solution is to make the best use of these forced laborers, and to do a little work, at least to recover the cost of these people to pay off their debts.

"Sleep you are paralyzed, get up! You lazy people, this place is not for you to come to the elderly, immediately gather outside the house, I have counted to ten and have not left the house, and I don't need to eat dinner!" Li 'Mao' boy took the tin horn and shouted loudly at the hard servants who were lying on the floor of the shack at the loudest volume. As for the meaning of the first sentence, he didn't know, but he once saw the Haihan cadres use these words to reprimand the hard labor who slept lazy, and he felt very imposing, so he learned it without permission.

In the battle of the siege of Lijiazhuang in May, Li 'Mao' Tsai was lucky to save his 'life' on the battlefield, although he became a prisoner of the militia because of this, but he 'yin' and yang mistakenly avoided the liquidation of the Li family's clan, and was directly escorted to Dawanshan Island as a coolie after the war. Being able to escape the predicament of death twice is also a rare occurrence of good luck. Of course, this is also thanks to the death of the bandit leader Liao Dabi in the 'chaotic' army, otherwise once he pounced on Liao Dabi to attack Lijiazhuang, even if he had ten lives, it would not be enough to die, and there was no need to expect the Haihan people to save his life on the grounds of the need for labor.

During his time as a coolie in Wanshan Port, Lee continued to use his acting talents, trying to meet his boss while squeezing others who were also hard laborers. I have to say that his tricks still played a certain role, and after staying in Wanshan Port for a month, Li 'Mao' was promoted to squad leader and later to squadron leader because of the evaluation of "good attitude towards transformation and active and willing to work". In August, because the main project of Wanshan Port came to an end, and the construction of the remaining fortifications needed to take into account the secrecy of the 'nature', the people of the hard labor camp were not qualified to participate, so Li 'Mao' and a group of other people who were captured in the battle of Lijiazhuang were transported to the construction site of Sanya Xingang to continue to work.

Although Li 'Mao' tried his best to show himself, it is difficult for today's hard labor camps to have an outlier like Takahashi Minami who successfully counterattacked in a very short time. The Ministry of Justice has expressly stipulated that, with the exception of a small number of special persons specifically listed by the Ministry of Civil Affairs who may serve hard labor outside of prison, all ordinary personnel in the hard labor camps must be sentenced to the length of the sentence, and even if the sentence can be commuted if there is a meritorious service record, the minimum sentence to serve cannot be less than two-thirds of the original sentence. All North Vietnamese prisoners of war were sentenced to three years, which meant that even if any of them were able to get a commutation, their sentences would not be shorter than two years. The batch of hard labor transported from the mainland received a little preferential treatment, and all of them were sentenced to two years, and if Li 'Mao' could do well enough, then there would be a little more than a year to regain his freedom.

After working as a foreman on the construction site of Sanya Xingang for more than a month, Li Maozai was assigned a new task - to take charge of bringing new people to the new camp. This task is not an easy job to get, and it is basically done by 'drawing' the better squadron leaders in each hard labor battalion, and the labor points that can be obtained are higher than the original positions.

The labor grade and individual labor point system proposed by Ren Liang at the beginning is also implemented in today's hard labor camps, but the points rules and rewards are different from those of ordinary naturalized migrant workers. As long as you do not show up, you will be deducted from the original points on a daily basis, regardless of the reason, instead of just being treated as absenteeism as a naturalized citizen. The biggest use of hard labor points is in exchange for a reduction in the sentence, ordinary hard labor points for one week can reduce the sentence by one day, and a maximum of 52 days can be reduced with points for a year, this provision is undoubtedly a ray of sunshine in hell for the hard labor who yearn for freedom, and at the same time can prompt them to contribute their labor to the maximum.

And Li 'Mao' Tsai can get almost twice as many points in his current position as ordinary hard labor, and the speed at which he relies on the accumulation of points to shorten his sentence will naturally be faster, and there is no need to say much about the hard work in his work.

Li Mao's yelling still had some effect, and the laborers in the house hurriedly got up and rushed outside the house to line up. However, these people obviously did not adapt to the habit of needing to line up at any time under the Haihan system, and they couldn't stand in order for half a day. Li 'Mao' Tsai was impatient, so he went over and raised his foot and kicked at a few people who were not in a good position. In this environment, the combination of fists and feet is the best way to educate, and Li Maozai also has a deep understanding of this -- when he first arrived at Wanshan Port, he was not less beaten by the foreman.

"In the future, I will ask you to assemble, and immediately stand up for me like this! Whoever can't stand up well won't be given food!" Li 'Mao' Tsai began to admonish loudly at this row of hard laborers who were like vegetables: "You guys remember, you don't eat and live for nothing here, you must work hard for the old men of Haihan! If you don't raise useless people here, if you think you can't do it, you can hang yourself with your 'trousers' belt now, so as not to waste food!"

"Now take you to work, remember to listen to the command when you act, and if you are not allowed to move, you are not allowed to move 'chaotically', who wants to break the rules...... I won't give me food!" Li 'Mao' put down the horn and pointed to the leader of the team: "You follow me, and the one behind you follows the other, and you are not allowed to go out of the queue at will, and you have to shout a report in advance!"

When he walked to the 'gate' of the camp, Li 'Mao' deliberately stopped, pointed to the right side of the big 'gate' of the camp, and said: "Do you see a few guys hanging over there? Those are all people who want to escape." Those who have this mind had better dispel the idea now, and those who escaped will all break their two 'legs' and hang them on that shelf for public display!"

Due to the poor health of the new recruits, who were not yet suitable for heavy work, they were assigned to work near the railway station next to the river port, and their task was to hammer the stones needed to build the railway embankment. Although the section of the railway from Sanya Xingang to Tiandu has been opened to traffic, there is still a lot of work to be done to realize the double-track construction plan that the Executive Committee is trying to achieve, and according to the planning of Sanya's urban area, a railway will be built from the inland port along the bank of the Sanya River to the northern coastal plain, so as to provide transportation capacity guarantee for the subsequent agricultural development in the local area.

Li 'Mao' Tsai brought the newcomers of this squadron to the construction site, and then brought a small hammer, and each of them gave a handful. After a brief demonstration, the laborers sat on the ground and clattered the stones. They would have to hammer stones here for at least four hours today to get the food for the evening.

Li 'Mao' Tsai ran to the pergola of the station and reported to the cadres who came to inspect: "Yu Tou, the work has been arranged. ”

"Got it, you keep an eye on these newcomers, and if there are any stealing 'treacherous' tricks, they will be found out directly and sent to the construction site of Pier 3, and naturally someone will teach them the rules. Yu Dashan sat on the bench waiting for the train and fanned the wind with a straw hat, and answered without hurrying or slow.

Yu Dashan, as the first batch of naturalized people from Long, has been consciously established as a representative of naturalized cadres by the relevant departments because he has always been good. At the anniversary celebration half a year ago, Yu Dashan was promoted from the foreman of the Shengli Port Freight Terminal to the assistant director of the Port Management Committee, and was responsible for assisting Ren Liang in handling immigration affairs. Soon after the construction of Sanya Xingang began, Yu Dashan was transferred to Xingang and returned to his old profession as a foreman. However, this foreman is no longer the original foreman, Yu Dashan does not manage specific affairs now, but is responsible for the coordination between the Ministry of Civil Affairs and the Ministry of Construction in the Xingang Project, and the main work object is the hard labor camp. The four hard labor camps are all within Dashan's purview, so in the eyes of a grassroots foreman like Li Maozai, Yu Dashan can already be regarded as a high-level man.

"Pier No. 3?" Li Mao' Zai's face changed slightly after hearing this.

Pier 3 is one of the inland wharves currently under construction, according to the current construction methods, the renovation of the river bank and the construction of the trestle bridge require a large number of laborers to go down to the water to cooperate with the construction, and this kind of hard work is naturally 'handed over' by the Ministry of Construction to the lowest-cost hard labor camp to do. This work requires soaking in water for several hours a day, which not only consumes a huge amount of body, but also poses a certain danger to the body, and even soaks the lower body to rot, so it has always been used as a means of punishment to punish some thorns in hard labor to do this work.

"The chiefs said that before the end of the year, the main project of the Sanya inland river port must be completed, and if it is to be completed, then the person must fill it in. Yu Dashan raised his finger and pointed at these hard laborers who were sitting on the 'dew' sky and knocked stones: "Everyone should know the attitude of the leaders towards these South Vietnamese prisoners of war, is there anything else you don't understand?"

"Understood, the villain understands perfectly. Li 'Mao' Zai hurriedly responded: "The villain will definitely watch them closely, if there is a disobedient person, the villain will do it according to the meaning of the head." ”

Li 'Mao' Tsai had also been on the construction site in Sanya Xingang for some time, and naturally saw that the treatment of South Vietnamese prisoners of war was different from that of others in the hard labor camps. In addition to South Vietnamese prisoners of war, there are also prisoners from Yacheng, naturalized people who have committed crimes, and a small number of prisoners of war from the mainland like Li 'Mao' Tsai. Among these personnel, the treatment of South Vietnamese prisoners of war was undoubtedly the lowest. These people are basically used as consumables, and almost all the hardest and most tiring posts are used by South Vietnamese, and the number of work-related injuries and overwork deaths that occur in the process is also the largest among South Vietnamese.

The main reason for this situation is that the attitude of the Executive Committee has had a certain influence. These South Vietnamese people are different from the North Vietnamese in terms of race, language, and living habits, and the resources required to transform these people are relatively larger, and there are a large number of North Vietnamese naturalized people in the local area, and the feud formed by the civil war for many years is difficult to resolve. Therefore, although the Executive Committee did not say anything about it, in actual operation, it regarded South Vietnamese hard labor as a consumable, and after reaching the grassroots level, the situation naturally became stricter. Although there was no such thing as deliberate torture of prisoners under strict supervision, there was no doubt that all the managers had little sympathy for these South Vietnamese slaves.

In other words, the best time for these South Vietnamese slaves to live in Hong Kong is now, and when they have adapted to the local environment and recovered somewhat, they will no longer have the "easy" work of sitting on the ground and knocking stones. There will certainly be those who can resist until the end of their sentences and regain their freedom, but this number must also be surprisingly small as a percentage of the total number of hard labor in South Vietnam.

The current situation of the group is that the speed of construction and development cannot keep up with the needs of development, and even causes a strict delay in various plans in a certain way. However, infrastructure projects require a lot of manpower, and in order to be able to expand more quickly, the Executive Committee has to put forward almost strict requirements for the construction period of various projects. If it weren't for the large amount of free hard labor available now, it would have been difficult for the Ministry of Construction to meet the requirements of the Executive Committee on its own. The executive committee members are well aware of the large amount of personnel attrition that will definitely occur in this process, but no one will openly raise it. Even Gu Kai, who likes to defend human rights the most, is very clever to keep his mouth shut and act as a spectator at such a time -- Gu Kai knows very well which side to choose between political correctness and human rights protection.

This harsh oppression of hard labor was not a big problem in the eyes of the local people. Either these people are criminals or war criminals, and they have not been hanged by the leaders of the Haihan Dynasty, and it is not a matter of course for them to be fed with food and let them work? As for the fact that the labor intensity is too great and the treatment is too poor, this is not a matter worth arguing -- if everyone is treated equally well, then who wants to try to win a place of origin for himself and his family?

With the expansion of the strength of the crossing group, the benefits of naturalization of naturalized people are also increasing, and now it is not only the treatment of food and clothing, but also the corresponding social treatment of education, medical care and housing is also gradually improving.

Ordinary naturalized families can send their children and daughters to study in local schools, and as long as they have a naturalized citizen's place of origin, they will be free of tuition, and they can also enroll in various forms of free education and training institutions such as literacy classes, night schools, and skills training courses. As a result of the requirement for literacy rates, which is now included in the conditions for promotion to the labour ranks of naturalized citizens, the enthusiasm of naturalized citizens to take the initiative to participate in various literacy classes is much higher than last year. The down-and-out literati recruited by the Ministry of Civil Affairs through various channels also played a great role in this field, and although their ability to 'chanting' poems to write Bagu was not useful at all in Shengli Port, even if they only taught people to read and write, their income was far better than before. Although there are no Four Books and Five Classics in the various textbooks issued by the Haihan people, all of them are self-compiled, which seems to be a bit deviant, but after living in Shengli Harbor for a period of time and fully enjoying the sugar-coated shells of the Haihan style, it is difficult for the down-and-out literati to stick to their ideals, and they have chosen to stay here to work as teachers or clerks. In addition to the continuous training of barefoot doctors by relevant units, there are various other supporting management systems to maintain a high level of local medical and health conditions. The quarantine system for immigrants, the popularization of various basic sanitation facilities in the local area, and the strict regulations on garbage dumping and fecal disposal have all played a significant role. The only people who are dissatisfied with this are probably the two foreign doctors, because their work is too heavy, every day to see a doctor in the morning and teach in the afternoon, almost completely lost their free time. In particular, the elder Morgan was deeply dissatisfied with the recent missed opportunities to participate in military operations due to the arrangement of medical work, and even planned to submit a report and transfer his establishment from the "door" of the medical department to the Military Commission -- of course, even if he typed this report, it would be impossible for him to obtain a thoroughfare, after all, he was such a cardiovascular disease expert in the entire crossing group, and in a few years, maybe everyone would have to count on his medical skills to preserve their own health, how could they tolerate him being so unprofessional.
