The main reason for this is that the Iron Furnace Port is far away from the Shengli Port, and many production tools and materials have to be transported from the Shengli Port to the Iron Furnace Port by guò ships, which consumes a lot of time between coming and going. In addition, in the period of about a month before and after the dispatch of troops to attack South Vietnam, due to the shortage of sea transportation capacity, there were also some problems in the supply of materials in the iron furnace port, which caused the stagnation of the salt works construction project.

To solve this problem, the two communes of Iron Furnace Port are building salt production facilities and a valley passage to the west. As long as this seven-kilometer-long land passage can be completed as soon as possible, then the Iron Furnace Port can be directly connected to Tiandu, and the time required for the transportation of materials in the future can be reduced by at least half compared to the current one.

In addition to the immigrants from Tielugang, there was also a group of people who were involved in the construction of this valley passage, that is, the people of Fushantong who had been relocated from the inland mountainous areas. According to the agreement with the Executive Committee, hundreds of Li families in Fushantong were resettled in this valley between Tiandu and Tielugang, and the People's Government was responsible for providing them with the goods and food they needed for their daily life, and the Ministry of Agriculture instructed them to cultivate mountain forests and grow various mountain cash crops. The Executive Committee also encouraged them to participate in the construction of the road leading to the Iron Furnace Port, and to pay for their labor in the necessities of life such as salt. In terms of labor costs alone, these relocated Li people are not much different from prisoners in labor camps.

In addition to this valley passage, the Lebanese are also opening up another land passage to the Yalong Bay Agricultural Development Zone. This passage also starts from Tiandu and ends at the coastal plain of Yalong Bay between Shengli Port and Tielu Port. In terms of length, this passage is nearly half shorter than the route from Tado to the port of Iron, but the terrain is slightly more complicated.
