Later, with the bad relations between China and the Soviet Union, Khrushchev proposed to withdraw the Soviet experts in China, although the Soviet experts who participated in the construction of the Beijing subway were not withdrawn, but China could no longer get the core technology. At the beginning of 1961, the Beijing subway, which was being planned, was suspended. The Ministry of Railways ordered the abolition of the Beijing Underground Railway Engineering Bureau, and only one underground railway research institute remained. The state leaders attached great importance to the construction of the subway, and formally established the Beijing Underground Railway Preparation Leading Group in January 1965. In the end, the plan of "one ring and two lines" was determined. The "first ring" is built along the inner city wall, which does not disturb the people, and the cost of demolishing the wall is low and fast, so the city wall is extinct. One of the "two lines" was connected to the ring line from the Dongjiao Thermal Power Plant at that time through the Beijing Railway Station, and then went out of Fuxingmen to Shijingshan through Gongzhufen; The other line is from Xizhimen through the Summer Palace and Qinglong Bridge to the northwest mountainous area.

At that time, the construction of the subway was the first in China, and it lacked core technology and experience, so it had to explore it by itself.
