According to archival records, before 1973, the location of the forest park was farmland, owned by the Jiaoxian Rural Commune, and in 1973, after reform, the municipal government and the commune jointly funded the establishment of the Red Star Factory; In 1979, Hongxing Factory expanded the factory area and opened up the People's Park; In 1984, the Red Star factory entered a semi-shutdown state; In 1992, the Red Star factory was officially closed; In 1993, funded by the municipal government, the Red Star Factory was rebuilt into a forest park, which was completed and opened in 1994. The inner lake of the forest park was excavated in 1993 and completed in 1994. During the construction of the forest park, no fatalities were reported. Previously, there were no cases reported from the Jiaoxian Rural Commune and the Red Star Factory.
