He stressed that the United States must further develop and strengthen its strategic offensive weapons, and at the same time, it must step up the research and development of superweapons in the space age and establish an effective strategic defense system so that the polar bear strategic missiles can be intercepted and completely destroyed at various levels before they reach the United States.
At the time, White House officials said that the plan was to destroy the Polar Bear missile by launching lasers, microwaves, particle beams, and ejection beams directly from satellites before the Polar Bear nuclear missile attacked US territory.
White House officials said the plan would require a significant increase in funding for antimissile science and technology research, which is planned to cost $1 billion a year. And this plan will not be completed within this century, and it is expected to cost between $8,000 and $1 trillion.
Many senior administration officials said Mr. Reagan's plan did not threaten the polar bears and did not violate the anti-ballistic treaty signed a decade ago because it did not prohibit research and development of defense systems.
At the beginning of the "Star Wars" program, it caused a strong reaction, and almost no country except Japan supported this plan, especially the polar bears expressed strong opposition.
