2. All party members who have participated in the riots shall immediately surrender themselves to the designated organs and be dealt with
3. Confiscation of all property owned by the former Polar Bear GC party and owned by the Russian state
On December 25, 1991, the day of Christmas in the West, Vinovsky announced his resignation as president and commander-in-chief of the Polar Bear armed forces, and transferred the power to use nuclear weapons to the President of the Russian Federation, Ye Litian.
