134 cosmic civilization levels
Cosmic Civilization Level:
Level 1 Civilization: Non-intelligent and semi-intelligent beings developed within the planet, and primary social civilization that established class differences. It is heavily dependent on the natural environment of the planet where it is located, and it is easy to die.
Level 2 Civilization: A civilization that can sail within a star system, master nanotechnology (10^(-9) meters), master nuclear technology, and rudimentary atomic technology.
Level 3 Civilization: Master some kind of energy technology, master Picomi technology (10^(-12) meters), have light/biology/quantum computers, and can build spaceports/space cities.
Level 4 Civilization: Mastered gravity technology, antimatter, Fermi (10^(-15) m) technology, biotechnology can destroy all diseases, and can create stellar collecting circles (Dyson spheres), planets/rings, and interstellar spaceships. Usually they can master annihilation energy, ultra-solid state, and a small number can master space technology.
Level 5 Civilization: Complete mastery of annihilation energy, mastery of Ami technology (10^(?18) meters), rewrite genes, preliminarily master space technology, energy utilization rate is infinitely close to 100%, and create small planetary-level spaceships. It can fight against the domain master-level cosmic life.
Level 6 Civilization: Complete mastery of space technology, space folding, and small space equipment. Able to travel at the speed of light driven by curvature. Planetary-class ships can be crafted. A handful of people can make biological warships. It can fight against flame-level cosmic life.
Level 7 Civilization: After mastering the dimensional formula, the advanced Level 7 civilization can send the created objects into other dimensional spaces. It can energize a small number of individuals, and different seventh-level civilizations have their own directions, such as macro direction, micro direction, space direction, life science and technology, etc. A handful of Level 7 civilizations can use black hole energy. A small number of Rank 7 civilizations can produce Domain Master-level lifeforms. A handful of Level 7 civilizations began to explore the Aether Sea. Fights Shattered Life.
Level 8 Civilization: All members are energized, and their own consciousness and thoughts can exist apart from the body and time and space, that is, absolute immortality. Gain insight into all the events within the universe and recognize some of the most essential principles of the universe. A preliminary grasp of the law of cause and effect can change time and space in a small area, and can change some rules of the universe. Access to other dimensions, the Aether Sea. Can be used against a single Pharaoh's member.
Ninth-level civilization: The rules of a certain aspect are studied to the extreme, and the ultimate theory is established, and life itself is re-understood from the highest perspective. Ability to dominate space and time, and escape the apocalypse. It can create a small universe. This level of civilization may be the final destination of civilization. These civilizations have the ability to set up "God Forbidden Zone" for other civilizations, so that other civilizations can never enter the ninth level of civilization. This level of civilization can be understood as "Protoss". Maybe against the order-makers.
Special Civilizations:
Extreme Individual Civilization: This civilization is made up of a single or very small number of lifeforms, but it has a strong health level that rivals many civilizations. Such as all kinds of powerful cosmic life. Extreme case: the first life in the universe, the creator of order. Although it is only an individual, it is above all cosmic civilizations.
Resource-consuming civilization: Belief that the instinct of life is to consume and reproduce. Such civilizations generally run out of energy from their home planet and then perish, with one exception: the Zerg. No one knows the original evolutionary history of the Zerg, and no one knows how a consumable civilization could leave the planet and erode the universe, but what can be known is that the current Zerg is one of the most powerful civilizations, and no one knows how many galaxies the Zerg devoured. Another: The Zerg also belong to the king worm-type civilization.
King worm civilization: Only one or very few individuals have intelligence, and individuals with intelligence can dominate the entire race, this civilization has a clear division of labor, a unified purpose, and is extremely efficient. The disadvantage is that it develops slowly.
Dictator Civilization: This civilization is often slavery, and ordinary individuals are deprived of almost all power except for the upper rulers. Dictator-type civilizations are usually overthrown, but once mature, have great potential. Mature dictator civilization unifies the interior and avoids unnecessary internal friction. Similar to the king insect civilization, the division of labor is clear, the purpose is unified, and the efficiency is extremely high. The disadvantage is also that it is slow to develop.
Symbiotic civilizations: Due to various relationships, it is possible for two or more complementary civilizations to establish a highly cooperative symbiotic civilization.
Leapfrog civilization: Because it means establishing friendly ties with alien civilizations or getting the legacy of a powerful civilization, the overall level of science and technology has the advantage of saving a lot of time, and the disadvantages will be greatly unbalanced, such as the imbalance of science and technology, and this kind of civilization often allows a small number of people to control a lot of resources.
Competitive Civilization: A fierce war between two or more civilizations of roughly the same level will keep them in rapid development for a long time. Because of the strong sense of overall crisis, the winner of the competition, or even the multiple civilizations involved in the competition, often become advanced civilizations.
Starship-type civilizations: The destruction of the home planet or the need for trade often leads to the formation of a civilization with a starship as the home planet. This kind of civilization is very aggressive, and often gives rise to leapfrog civilizations.
Strong Individual Civilization: This civilization is a branch of the extreme individual civilization, but the difference is that there are many individuals. Their individuals possess great abilities of their own, even superpowers. They are the darlings of evolution, and they have accumulated a lot of money on the road to evolution.
Genesis civilizations: civilizations that are created to serve the creator, independent in various ways (and a very small number of civilizations that continue to serve the creator after developing into an advanced civilization), they often have all the knowledge of their creator, have a high starting point, and have fewer defects. It usually manifests itself as a mechanical life civilization, a biochemical civilization, and a few powerful individual civilizations.
Colonial Civilization: Plunder resources to develop your own civilization.
Sowing Civilizations: These civilizations tend to have extremely high civilization levels, and unlike colonial civilizations, they spend huge resources to spread the seeds of civilization throughout the universe. The emergence of a seed-type civilization in a galaxy is a great blessing, and it can often promote the development of civilization in the entire galaxy.
Ultimate Existence (proposed by WAWZTDQB, a powerhouse in the Shantiba Star Domain):
It does not belong to our time and space, its existence is incomprehensible, its existence has no meaning, or it is the meaning of all things, its thoughts are the laws of the universe, and its emotions are the movement of matter. It is independent of everything else, it is the supreme defender of the law, the true ruler. Its secrets are unknown to no one except for the ninth-level civilization and the Pharaoh's Guild. If our existence has an ultimate purpose, then it is the vehicle of that purpose; If there is an end to our plane, then it is the guardian of the end. It doesn't seem to exist, but it's omnipresent; It seems to have no effect on us, but it dominates everything. This kind of existence is a chasm that no civilization can ever cross, just like a beast, no matter how powerful, will never understand the human mind. If our spacetime is a program, then it is the programmer. If our space-time is a living being, then it is the brain. It is the source of the chain of meaning, and it is the highest being.
He is the Word.

I've been trying to find a widely recognized cosmic civilization level chart (Kardashev's level is slightly smaller), but I haven't found it, since there is none, then I'll set one.
