Tianhe Town was apparently set up for the construction and management of the hydropower station, as a living area for construction workers, and in the future it will also be used as a foothold for the maintenance personnel of the hydropower station, and at the same time become a foothold for the development of the upper reaches of the Beisuo River.

Xintian Town is the management center of the middle and lower reaches of the agricultural reclamation area, which manages not only the 80,000 acres of mechanized farms, but also all the fields, wetlands and rivers in the barbed wire.

The location of Gaoqiao Town, on the south bank of the planned Beisuo River Bridge, is equivalent to a bridgehead, and it is the transportation point for Feisuo Port to enter the northern wilderness.

After the Beisuo River Bridge is completed, Hua Zhenxing will build a road to the northern wilderness, and build another airport more than ten kilometers north of the agricultural reclamation area.
