Chapter Seventy-Eight [It's Better to Fall to Death Directly]
By the time Damon and Serena left Wayne Manor, much of Gotham City was in disarray. Prisoners from Arkham Asylum and Black Gate Prison were released.
The Black Gate Prison is the main prison in Gotham City, located on the island of Black Gate. There are thousands of criminals in this prison, hundreds of whom are heinous murderers.
Ironically, near the Black Gate Prison is the Statue of Justice, a famous attraction in Gotham. It is a monument located on the shore of the city. The statue figure is blindfolded, holding a sword and a scale in each hand. The statue seems to be a hybrid of Lady Justice and Lady Liberty, but she doesn't guard Gotham, and blindfolded probably means "out of sight and out of mind".
In order to close the traffic, Gotham City directly raised the bridge, in order to prevent the criminals from escaping and try to protect the residents of the wealthy district.
Many of the Master Ninja's men disguised as SWAT officers have released a lot of fear gas and have activated the microwave vaporizer. The waterworks detected a sudden increase in water pressure in the water mains of Nai Ho Island.
The two islands are connected in the movie, and the places where the bad guys are locked are so close to each other is as if the Gotham government is afraid that it will be inconvenient for the bad guys to form a group after they escape.
