Chapter 497: Madrid Storm

The idea of reopening the Madrid Conference and internationalizing the Moroccan issue proposed by the German Prime Minister Bilo. It was intended to use the interests of various countries in Morocco to force France to make concessions.

But who knows, after the countries gathered in Madrid, this was not the case.

Led by Britain and France, France received the support of ten countries, including Britain, Russia, Spain, and the Netherlands, and as for Germany, only Austria-Hungary and Italy supported it, which was a fiasco for German diplomacy.

Faced with this situation, of course, Germany was unwilling, so it stepped up to connect with other countries in Madrid in an attempt to regain its diplomatic disadvantage.

At the end of a meeting in which German Foreign Minister Chirihofen proposed a new Moroccan treatment and was discussed by the delegates of the participating countries, Bacona packed up his belongings and prepared to leave the venue with the Italian delegation.

He had long seen the predicament of his ally Germany in the reconvened Madrid Conference. Other countries preferred to believe in Britain and France than in Germany. In this regard, they Italy had no choice but to count on the Germans themselves.

After he left the venue, he was about to board the bus to return to the embassy when someone suddenly stopped him.

"Your Excellency Bacona, I am a member of the French Embassy, can I talk to you?"

"French?"

Bacona looked at each other with a puzzled expression.

I saw the man, who claimed to be a staff member of the French Embassy, walk into Bacona's side and whispered. "Your Excellency, our Minister for Foreign Affairs, Del Casse, would like to invite you to a drink."

Bacona has been Italy's foreign minister for so many years, and of course he knows this person in charge of French diplomacy, and Delcasse can be said to be a senior French diplomatic controller who has been able to serve as foreign minister in six French governments.

And this Mr. Delcasse is very capable, and as soon as he took office, he concluded an agreement with Britain to successfully resolve the Fashoda crisis. France continued to consolidate its colonial empire in West Africa, while striving for a gradual rapprochement with Britain. He also mediated the Spanish-American War and helped the two countries reach a peace treaty.

As Foreign Minister, Delcasse continued to maintain his usual anti-German stance, and Kaiser Wilhelm II even called him "the most dangerous Frenchman to Germany." Delcasse gradually broke the diplomatic isolation of France since the Second Empire and instead launched a diplomatic offensive against Germany.

Such a French foreign minister will certainly not really come to himself just for a drink. But it's also a good idea to see what it has to say.

"No problem, I happen to be a little thirsty too."

Bacona then asked the rest of the delegation to return to the embassy first, where he intended to meet Mr. Delcasse.

Led by the French embassy staff, Bacona soon met the French foreign minister in a café not far from the venue.

"Your Excellency Bacona, it's a pleasure to have a drink with you."

In a relatively secluded room, Delcasse looked at Bacona as he entered the door and greeted him warmly.

"Hello, Mr. Delcasse."

After a brief greeting from both parties, they each sat down. I saw Delcasce holding a bottle of red wine, and said as he poured it. "This is a Romanée Conti wine that I have treasured for 16 years, this is a friend of mine who gave it to me, and I have been reluctant to drink it before, but today I suddenly became interested, so I took the liberty to invite Your Excellency."

In the face of Delcasse's politeness, Bacona is also very good at it. "Thank you for your kind invitation, and I'm welcome."

Next, the two drank cup after cup, and between drinking, the two also chatted with each other, anyway, as long as the other party didn't take the initiative to mention it, Bacona could treat it as if this was an ordinary wine tasting party. And how much wine can be in a bottle, it doesn't take long to see the bottom of the bottle.

Only then did Delcasse speak. "Your Excellency Bakona, your two countries have been good-neighborly and friendly in history, and there are no contradictions worthy of a big fight, why are the diplomatic relations between our two countries so tense?"

Hearing Delcasse's words, Bacona smiled and didn't speak. Because this is too nonsense, relations between Italy and France have never been good, before reunification, even more so after reunification, and as for now, it is like that.

Seeing that Bacona did not talk, Delcasse of course also knew that if he wanted to resolve diplomatic tensions between Italy and France, he could not do it in one sentence. There's nothing practical, how is this possible.

Speaking of which, Italy has developed rapidly in recent years, so that France has to pay more attention to this neighbor. Fortunately, the other side did not expand its own army in a big way, but in the navy, Italy made a lot of moves.

"Bacona, the current relationship between your two countries is not normal, very abnormal."

Delcasse continued. "I know that your country has always been very dissatisfied with our occupation of Tunisia, so I wonder if my country had given some concessions on the Tunisian issue, would the situation have been different?"

Delcasce's words made Bacona unable to calm down at this time. Needless to say, Tunisia was important to Italy, so after hearing Delcasse's words, Bacona spoke. "How do you intend to make concessions to our country on the Tunisian issue?"

"If your country is allowed to receive the same treatment as my country in Tunisia, I think it will be enough to resolve the unhappiness between your two countries!"

Delcasce's words made Bacona think about it. This seemed like a favourable condition, and the return of Italy to Tunisia would be a huge concession by the French.

But Bacona wasn't that easy to fool, he asked before. "I don't know, is this what Your Excellency means, or is this what your government means?"

It is clear that this is asking, did he del Casse think of the idea, or did it be prepared by Paris?

If it is the former, then it means that this is just this Delcasce's own private opinion, if it is the latter, then it is the decision of the government, and the difference between the two is very big.

In the face of Bacona's inquiry, Delcasse replied very calmly. "This is my little opinion, but if your country wishes, I will push my government to implement it."

"Then it's up to Your Excellency to push it first, and it's a bit early to talk about whether you're willing to talk about it now."

With that, Bacona got up and left, while Delcasse poured out the last bit of wine from the bottle and drank it before leaving.

"Minister, how are the talks?"

The man, who had previously identified himself as an embassy worker, asked at the door.

"It's okay to talk, at least we know each other's requirements."

Delcasse was right, they did understand each other's requirements. At least he knew where the Italians were demanding, they wanted all of Tunisia.

When he talked about giving the Italians the same treatment before, this Lord Bacona did not make much waves in his eyes, which is obviously because the conditions are not in place.

However, in the whole of Tunisia, Italians have a really big appetite.

While Delcasse lamented the Italians' appetite, Bacona, who was in the car, was also lamenting the good means of the French foreign minister.

It sounded good to say that the Italians should be treated the same way as the French in Tunisia, but the French have been in Tunisia for so many years, and what good can the Italians do if they go in now, but it is just empty words and good words, and it is the foreign minister's own idea.

If the two countries want to reconcile as before, everything is in vain if you don't get Tunisia. Don't think that he doesn't know what this guy has in mind, and directly tell him that if he wants to get the friendship of Italy, then he will exchange it for Tunisia.

Of course, contact with delcasse had to be reported to Rome, which represented at least a trend in which the French finally confronted the discontent of Italy. In addition, under the pressure of Germany, France wants to break the diplomatic situation, but also to reduce its own pressure.

In the car, Bacona basically touched the Delcasse idea.
