After the destruction of Jinyang City, a new city was rebuilt in Tangming Town, Yangqu County. In the Ming Dynasty, the rise of Jin merchants not only brought wealth growth to the society, but also brought the pursuit of luxury and the style of light literature and business; However, under the imperial examination system at that time, the literary movement was closely tied to the career of scholars to advance to the upper echelons of society, so the gentry of this city believed that the decay of literary style was caused by the destruction of feng shui, so that they were heartbroken, and thought of correcting feng shui and prospering literary luck.

The topography of this city is high in the northwest and low in the southeast, and Taoists believe that the southeast direction is Xun, which is the outlet; Mr. Feng Shui suggested that in order to compensate for the lack of terrain, a tower should be built on top of a high hill in the southeast of the city. Under the recommendation of the gentry, led by the local Fu Lin and Fu Zhimo, the first tower of the twin towers, namely the "Wenfeng Tower", was built, and an attached building was also built next to the large pagoda temple. These two leading gentry are the grandfather and father of Mr. Fu Shan, a famous scholar in the late Ming and early Qing dynasties.

Therefore, there is no doubt that this Xuanwen stupa built later is a stupa.
