Chapter 179 Regency and the United States Act

William Pitt's suggestion that the Prince of Wales be the regent of the country caused quite a heated discussion in the cabinet.

In England, the king was the clear master of the whole country, but he delegated a great deal of power to Parliament.

But this is not a transfer, but only a commission, the power still belongs to the king, and the parliament is equivalent to an agent.

The power of the British Parliament comes from the king, and when the parliament meets, it must first ask for the king's scepter.

In the case of the king's coma, the parliament was theoretically incapable of working.

Including the removal of the prime minister or the dissolution of parliament and the early general election after the parliament has raised no confidence in the cabinet, the approval of the monarch is required to carry out the implementation.

The new government formed after the general election also needed the appointment of the king to be formed.

The king was offline, and theoretically this court should be paralyzed.

However, since there is a hidden danger of paralysis, there is a plan to deal with it.

Britain also has a tradition of setting up regency.

In particular, sixteen years earlier, in 1789, George III had a serious illness.

At that time, the upper and lower houses of the People's Republic of China negotiated and formulated a special regency law.

Provision was made for the Prince of Wales to act as regent when the King was unable to perform his duties.

Although George III's spirit had returned to normal before the passage of the law, the regency was not officially enforced.

However, after George III came to his senses, he expressed his approval of the actions of the Parliament at that time.

In its original history, George III suffered another illness five years later, in 1810, and never fully recovered.

Parliament reinstated the original regency and the Prince of Wales officially began his regency career.

It was not until the death of George III ten years later that the Prince of Wales officially succeeded to the throne.

If the regency were to be carried out now, the Prince of Wales would have only started his regency five years earlier than in history.

The Prince of Wales was originally the crown prince, and he would have succeeded to the throne after the death of George III, and there was no legal risk of him being regent.

So the Regents didn't even ask for a regency council.

There was no noticeable difference between the powers of the Prince of Wales during his regency and that of a real king.

But this decision is not necessarily in Pitt's favor.

British Foreign Secretary, William Wyndham Grenville, rather cautiously reminded his cousin:

"Pete, no one can remove you during Your Majesty's inability to govern.

"But once His Royal Highness the Prince of Wales is regent, Parliament may put pressure on His Royal Highness.

"His Royal Highness the Prince should not be able to go against the opinions of the parliament and public opinion.

"You've probably thought about it, right?"

Grenwell's father is a former British prime minister, and his uncle is Pitt's father, who is also a former British prime minister.

Cousin Pitt is the Prime Minister of the United Kingdom, and he himself has served as the Prime Minister of the United Kingdom in history.

Pete nodded directly and said:

"Of course I have considered it, but if I want to take responsibility for the peace talks, who is not at fault, they will have to pay the price."

Pete said and turned his face to look at the Prince of Wales, who was a little confused:

"Your Highness, I can debate, or rather negotiate, with the opponents.

"We can use this opportunity to realize our plans at the Cape of Good Hope.

"Formal merger of the United States of America with the United Kingdom."

The Prince of Wales remembered the conversation between the two at the Western Cape, and said with a little weakness:

"Will this work?"

Pete said very decisively:

"Yes, yes, the key is the degree of merger, the highest is to completely merge and become a united empire.

"Minimum ...... It is a confederation, like Ireland before the passage of the Eucalyptus Act.

"This process won't be too difficult, Your Highness don't worry."

Then Pete looked at Monroe:

"Your Excellency Monroe, this is an opportunity to fight for the interests of the United States, and I hope you will contact colleagues in all aspects of the United States to give us the greatest support!"

Monroe sat in the cabinet in the name of the Secretary of State for American Affairs and was directly stunned after hearing the conversation between Monroe and the Prince of Wales.

Because in the course of the peace talks, Pitt and other delegates abandoned the interests of the United States, Monroe had become dissenting.

Monroe hadn't spoken to a cabinet meeting for a long time since he returned to London.

As a result, today Pete directly gave a huge shock.

Monroe was stunned for a few seconds:

"Your Excellency, what do you mean...... Want to make the United States, like Scotland, part of the United Kingdom? ”

Pete shook his head and said:

"No, the ideal goal is to merge the British Isles as a whole with the United States into a united empire."

Monroe said directly:

"It's impossible, and the local legislators won't accept it...... If forced, it could even lead to a war of independence at home......"

The Homeland War of Independence refers to the outbreak of the War of Independence in Britain itself after the union of Britain and the United States, and the secession of Britain from this united empire.

Then the king or the emperor would have to run away to America.

Pete exhaled softly:

"It's not like the Native War of Independence, we and the American immigrants are British, and we can always find a compromise.

"But it's still very difficult, so I need support and pressure from the United States."

Monroe quickly calmed down and immediately understood Pete's thoughts.

At the same time, he felt a sense of gratitude and admiration for Pete, and felt that he had misunderstood Pete before.

From Pete's point of view, ceding Florida is an option that has no choice.

Pitt himself was not prepared to give up on the United States, and even supported giving it a higher status.

"Your Excellency Prime Minister's character is admirable, and I will mobilize the power of America!"

America's separatist tendencies already existed, but it was still undecided on independence.

The composition of the thirteen colonies of the United States is very complex.

There are colonies developed by the British court on its own initiative, and there are royal domains of the British king.

There were also British frustrated people who ran to the New World and opened up colonies, which were recognized by the British court.

There are radical independent republicans, and there are also conservative royalists.

At the same time, there is still a widespread "British" perception among immigrants in the United States.

The vast majority of Americans still consider themselves British and proud of it.

Historically, before the independence of the United States, it was actually in a similar state.

In fact, there is a certain element of chance in the real independence of the United States.

The stubbornness of the mad king George III played a role, as did the fanning of Britain's hostile states.

The American colonies of this world have been given a higher status than they have historically.

In the Cabinet, there is a special Minister for Affairs.

The purpose of the current United States is similar to that before the United States became independent, and the purpose of making trouble is to gain the attention of the mainland and to improve its own status in the homeland.

They weren't aiming for independence from the start.

If Pitt is fighting for the interests of the United States, Monroe, who represents the interests of the United States, of course, cannot disagree.

The point is that Pitt made it clear to Monroe that he was ready to make Monroe the new prime minister.

The Prime Minister of the United Kingdom, whose glory and status is almost the pinnacle of Monroe's political career, can imagine.

So Monroe personally accepted it as a matter of course.

Pitt still had a high level of control over his cabinet at this time, and it was not difficult to convince the Prince of Wales on his own turf.

So the plan was quickly finalized, and Pitt and the cabinet members began to push for the Prince of Wales regency.

Monroe's liaison with key civil opinion leaders in the United States added fuel to the fire of the already contradictory situation in the United States.

They published articles in newspapers reiterating the idea that no tax is paid without representation.

Organize civil representatives in the United States to sign a formal submission and submit it to the British government, again asking for the right to elect members.

Others called for the establishment of a broad local American legislature to make its own decisions on American affairs.

Some people even flipped the table, claiming that if the United Kingdom could not protect the interests of the American region, the United States should become independent from the United Kingdom!

There were radical or sensationalist newspapers, and even analyzed the feasibility of inviting a Ming prince to be king.

This is an idea that the American region has considered, and it has naturally won the approval of a large number of Americans.

When these topics were deliberately promoted, they immediately triggered a new round of public opinion in the United States.

Party marches broke out again on the streets of several cities, including New York.

The rights affairs of the United States, which was already very hot, have once again been brought to the forefront.

British newspapers also summarized and conveyed the relevant public opinion.

Once again, the current members of parliament are feeling the pressure.

Pitt's cabinet was also taken aback by the magnitude of the American response.

This strengthened Pitt's belief that the American question could not be put off any longer.

The news from the United States has put tremendous pressure on the Legislature, which has made the promotion of the Regents particularly smooth.

It takes a king to make decisions and deal with things in America.

A large number of delegates hoped that Pitt would come out and take the blame, and that the king would come and remove Pitt.

Coupled with the precedent of the Regency Act of 1789, most of the parliamentarians quickly accepted the letter of the Regency Eucalyptus, which remained largely unchanged.

The Regency was passed by the Upper and Lower Houses, and the Chancellor affixed his seal to the law.

The content of the law is very simple, during the period when King George III of the United Kingdom was not in power, the Crown Prince of Wales performed the corresponding functions of the British king on behalf of his father.

The whole process lasted more than ten days, but King George III's state did not improve.

So much so that the regency of the Prince of Wales became an established fact.

As soon as the regency plan was passed, some councillors demanded that Pitt be removed.

Due to pressure from the United States and the unstable situation in the United Kingdom, most MPs do not want to dissolve Parliament and hold a new election.

Still hope that the king will directly depose Pete.

The Prince of Wales, at Pitt's suggestion, again convened a question meeting on Pitt.

The meeting was still held in the House of Lords, but the presiding officer, King George III, became the Prince of Wales.

At the beginning of this questioning meeting, Pitt did not wait for the justice's questioning, and directly took the initiative to lift the roof:

"Now that we've come to this, we might as well 'open the skylight and speak brightly,' and I know what a lot of people are thinking right now.

"I can cooperate, and I can take the initiative to assume all the responsibilities for this peace talks and bear all the crises of public opinion this time.

"But all of us understand that I am not at fault in this peace talk, and I should have credit.

"So my voluntary resignation must be conditional.

"My condition is that the new prime minister be James Monroe, who was born in a colony.

"The new government should unite Great Britain and Ireland with the United States of America to form the United Empire of Great Britain and the United States of America.

"This is the single best solution to America's problems!"

As soon as Pete said this, the whole scene was in an uproar.

The Prince of Wales and the Cabinet members, as well as the small number of MPs who had been informed by Pitt and were still standing with Pitt once, got the news in advance, and the shocking thoughts had passed, and now they were more determined.

But most of the other uninformed parliamentarians were stunned.

Immediately, a group of people came out to refute that it was absolutely impossible to allow a merger with the United States, and that it was impossible to form any united empire.

With the exception of Monroe, the current parliamentarians are all from the United Kingdom, and of course they cannot be on the side of the United States.

It is impossible to allow Americans to compete with themselves for a seat in the Legislature and to share the power and interests of the United Kingdom.

The scene was angry for a while, and Pete seemed to take a step back weakly in the face of this situation:

"Then refer to the United Laws and elevate the United States of America to the status of Scotland and Ireland and become part of the United Kingdom.

"We have solved the problems of Scotland and Ireland with a similar solution, and I should solve the American problem with the same solution.

"Other than that, I don't think there's any way, anybody's going to be able to solve the current American problem.

"If we fail to solve the American problem, there is no doubt that the immediate result will be the independence of the United States.

"We can choose to suppress, but now the United Kingdom is not capable of participating in a new war, a war across the ocean.

"If the United States is allowed to become independent, or if it becomes a vassal state of the Ming Dynasty, then we in Britain will forever lose the opportunity to lead Europa.

"We will always be pressed under the French in Europa affairs, and we should not allow this to happen!

"We need the United States, and the United Kingdom cannot live without the United States, so at least give the United States the status of Scotland!"

The question meeting turned into a speech by Pitt, and many delegates were convinced by Pete in their hearts.

The loss of land is actually a small matter, and the reduction of Britain's international status is not a big food, and it is a big thing to fall completely behind the French.

Most of these representatives were shrewd people who certainly understood what the United States meant to the United Kingdom.

However, their vital interests determine that they cannot easily support such a proposal.

It is even more unlikely that Monroe, who was born in the United States, will be the prime minister.

So although what Pitt said was very reasonable, there were one after another congressmen who came out to oppose and question.

Pitt was fully prepared to stand on the commanding heights of national interests and give responses and rhetorical questions one by one.

One by one, the councillors came out, but they were all refuted by Pitt one after another.

But they tirelessly continue to question and question, not even caring whether their doubts are justified.

After the questioning lasted almost an hour, Pitt, after refuting a member of parliament, looked at the Prince of Wales on the stage and said:

"Your Highness, I believe you have seen that my proposal is truly justified and genuinely correct in favour of the United Kingdom.

"But why didn't I get the approval of the parliamentarians?

"Because there were no representatives from the United States other than Mr. Monroe.

"So the decisions made by the entire council on the ground are not really going to take into account the interests of the United States.

"The United States of America is an integral part of the United Kingdom, and the interests of the United Kingdom cannot be fully guaranteed without taking into account the interests of the United States.

"Therefore, it is imperative to give the United States the status of Scotland and give it the right to participate in parliamentary elections."

Of course, the Prince of Wales understood what Pitt meant, and he had long understood the logic introduced by Pitt, but he couldn't make a final decision.

Even when George III was sober, it was impossible to decide this kind of thing directly, and even directly refused on the spot.

The Prince of Wales, who has a weak personality, instinctively procrastinates, opening his mouth a few times and not knowing what to say.

The other MPs on the scene did not wait for the Prince of Wales to make a decision, and continued to stand up to refute and question Pitt.

This time, multiple people came out together, so that Pete couldn't respond carefully at all.

Pete simply ignored their questions and opened his voice to unilaterally export his views.

With the scene in turmoil, the Speaker suggested that the Prince of Wales adjourn the meeting for the time being.

The Prince of Wales, who was already big, agreed directly, so the consultation meeting of the day was again dismissed.

At the end of the two question sessions, the thinking of many MPs began to change.

Everyone is aware that there is still a long way to go before the real settlement of American affairs is achieved.

Many lawmakers began to think in their hearts that Pitt would be more acceptable than having Monroe, a man from the United States, become prime minister.

The point is, no one wants to take over this mess of American affairs now.

Especially when the king can't govern and the Prince of Wales who is the regent has little opinion.

Since Pete is willing to take the blame, it is better to carry the pot of American affairs and solve it together.

As a result, the tendency to remove Pitt slowly decreased after two consultation sessions.

Pitt has a chance to remain prime minister for some time.

Britain now needs a strong prime minister.
