Needless to say, of course, it's the latter. This is the reason why Legalism cannot make an organization competitive in the long run. This is also the reason why the Qin Dynasty and Cao Cao (legalist) rose up quickly (the rewards and punishments of the Legalists were effective), but they did not have long-term competitiveness and fell quickly.

Legalist - relying on the reward and scolding of Sister Feng, a fierce commodity, cannot improve a person's soul and spiritual initiative.
