Itagaki is not an easy person. In 1913, Seishiro Itagaki was transferred back to Japan and entered the 28th class of the Japanese Army University, where he was promoted to infantry captain. He graduated from Lu University in 1916. From the first time he set foot on the land of China in 1904 to the time he became a senior staff officer of the Kwantung Army in 1929, Seishiro Itagaki was well aware of China's geography, politics, economy, and military situation.

In Mukden, Itagaki, who was a senior staff officer of the Kwantung Army at the time, and his old acquaintance Ishihara Waner met again, and the two began to "cooperate" in the "big drama" of invading Northeast China. As soon as he took office, he teamed up with Ishihara to organize the staff officers of the Kwantung Army to conduct "travel" exercises three times. The first was the "Hokuman Staff Tour" from July 3 to 12, 1929, led by Seishiro Itagaki and Ishihara Wanji, and accompanied by five people, including Engineer Captain Reizo Kato, Captain Shigekei Takahashi, Captain Kengo Kanno, Captain Kazuo Horiuchi, and Ryo Sakuma.

The second was the "South Manchurian Liaoxi Staff Tour" organized in October 1929, led by Itagaki and Ishihara. The main topic of this trip was to study the problems of the Japanese army's operations in the Jinzhou area. The third was the "North Manchurian Staff Tour" in July 1931, which was still led by Itagaki and Ishihara. On the surface, the research topic was "A Study on the Outcome of the War against the Soviet Union," but in fact it was for the purpose of conducting on-the-spot military surveys of the terrain of North Manchuria.

After the staff officers "traveled," they spying on the terrain of Changchun, Harbin, Hailar, Taonan, Shanhaiguan, Jinzhou, and other places, as well as the military situation of the Chinese army, and on this basis, they secretly formulated an operational plan for invading northeast China. According to their estimates, Zhang Xueliang's Northeast Army had about 250,000 troops, including 20,000 elite troops near Shenyang, with aircraft, tanks, artillery and other weapons and equipment, while the Kwantung Army near Mukden at that time had only 10,900 people, which was at an absolute disadvantage in terms of numbers. However, due to the defeat of the Northeast Army in the Middle Road Incident, Ishihara said contemptuously: I don't need to draw a sword, just using a bamboo knife is enough to scare Zhang Xueliang away. Therefore, Heyou, Itagaki and others developed a strategy of "outnumbering the crowd", and decided to deal a fatal blow to the Chinese army by surprise attack, so as to quickly capture Mukden, and quickly occupy other strategic points in the northeast before the intervention of other countries began.

Under the instigation of Itagaki sparing no effort, the invasion and occupation of "Manchuria" gradually became a consensus within the Japanese army. At that time, the commander of the Kwantung Army, Senior General Takashi Hishigari, openly advocated that Japan should "break with the status quo" and "seek the development of national fortunes." Among them, "the first is to fundamentally solve the 'Manchurian and Mongolian' problem." In order to find an excuse and create a tense atmosphere, in June and July 1931, Seishiro Itagaki deliberately planned and created the Wanbaoshan Incident and the Nakamura Incident in Northeast China, the latter of which directly became the cause of Japan's September 18 Incident.

With the foreshadowing of the tense incidents, the Japanese militarists in Japan seized the opportunity to stir up a tense atmosphere of the "Manchurian-Mongolian crisis." On August 4, War Minister Minamijiro made a tough statement on the "Manchurian and Mongolian issue," demanding that the army be "ready to fulfill the duty of a soldier at any time." At the same time, in July, two 24-centimeter heavy guns promised by Nagata Tieshan arrived at the Japanese garrison in Mukden, where they were secretly installed and aimed at the Beidaying of the Northeast Chinese Army (located near Shangyuan Road, Dadong District, Shenyang City, Liaoning Province) and the Fengtian East Flight Field (now known as Dongta Airport). With the completion of the major personnel reshuffle within the Japanese military headquarters in early August, organizational support was basically formed -- Major General Miji Kenkawa, who secretly indulged and supported the invasion of "Manchuria" and Mongolia, was transferred to the post of chief of operations; Lieutenant General Shigeru Honjo, a "China expert," was appointed commander of the Kwantung Army, and Kenji Dohihara was appointed chief of the Mukden secret service.

Everything is ready for action. However, at this moment, the news leaked and reached Tokyo, and the cabinet put pressure on the General Staff Headquarters, believing that it was not yet ripe to provoke an incident. Itagaki and the others saw that the matter had come to this point, and they had to take the initiative. Therefore, in the name of Mitsuharu Miyake, chief of staff of the Kwantung Army, they first sent a telegram to Miji Kenkawa, chief of operations of the Japanese General Staff Headquarters, explaining that the Kwantung Army was "really unbearable for the recent tyrannical insults" and requesting that people be sent to Manchuria to "inspect" so that "the government can have a proper understanding of the current situation." After receiving the telegram, Chief of Staff Kanaya Fanzo tried his best to prevent them from being too hasty on the grounds that the time was not yet ripe at home and abroad, and asked them to "endure for another year," and sent Miji Kenkawa, the chief of operations, to Manchuria to "pacify" the Kwantung Army.

On the surface, he was ordered to go to the northeast to dissuade Itagaki and other young Zhuang officers from taking action, but in fact, he had already revealed the decision of the General Staff Headquarters to the head of the "Sakura Society" of the army fascist young officers at that time and the head of the Russian squad of the General Staff Headquarters, Hashimoto Shingoro, who sent three secret telegrams to Itagaki one after another, urging him to act quickly.

Subsequently, Seishiro Itagaki escorted Miji Kenkawa to the Kikubun Hotel in Mukden Castle, and also hired a geisha to accompany the tired general. At 10:20 p.m. on September 18, 1931, the Kwantung Army, as planned, was led by Lieutenant Momoru Kawamoto of the independent garrison to detonate explosives buried in advance on the South Manchurian railway line near the Chinese army's Beidaying, and blew up a section of track near Wicker Lake in the northern suburbs of Mukden City. After hearing the explosion, the Japanese army, which had been waiting for a long time, immediately launched an attack on the Chinese army on the pretext that the Chinese army had blown up the South Manchurian Railway.
