Terengganu, Kelantan, Kedah and Perlis, located in the northern part of the Malay Peninsula, have always been vassals of Siam and have varying degrees of political dependence on Siam, and it is impossible to form a federation with all the states of the Malay Federation at the same time. In exchange for annexing these princely states, the British signed the Treaty of Bangkok with Siam in March 1909 in exchange for changing their extraterritoriality in Siam, gaining suzerainty, administrative and administrative rights over Kelantan, Terengganu, Kedah and Perlis, placing these four states under British colonial rule. After the British colonists took full control of the Kingdom of Johor in 1914, they collectively referred to Johor, Kedah, Kelantan, Terengganu and Perlis as Malay dependent states.

The five Malay states, although nominally independent, each state also has its own parliament to assist in administrative matters, and it retains more real power and more traditional forms of political organization than the states in the Malay Federation. Although the Malay subjects were not directly subordinate to the British, they were in fact dominated by the British colonialists.
