Peter's Edict (free, trouble-free, convenient for book lovers who listen to books on the way)
I, Peter I, emperor and monarch of all Russians, in the name of the most sacred and indivisible Trinity, declares to all the successors to the Russian throne and government:
The Almighty God, who gave me life, convinced me that the Russian people had the mission of becoming the ruling nation of Europe in the future, always guided by the light of God and supported by God.
I have this belief in the consideration that most of the peoples of Europe have reached decaying old age, or are in any case rapidly approaching this state.
It follows from this that a young people, when they reach their strength, should be able to conquer them easily and must.
I believe that the impending invasion of the North to the West and the East is a cyclical movement ordained and designed by God, just as God arranged the barbarian invasion in the same way to bring about the rebirth of the Roman nation.
This movement of migration from north to south was like the return of the Nile waters, which regularly fertilized the western land of Egypt with its own soil.
I discovered that Russia was such a river, and it was still so at the time of my death.
My successors will build Russia into a fertile sea for poor Europe, and if my descendants know how to channel this tide, its waves will break through any embankment that stands in the way.
For this reason, I leave the following last words, and I ask my descendants to pay attention to them and keep them at all times.
(1) To keep Russia in a state of war for a long time, to keep its soldiers on constant alert, and to make constant efforts to strengthen the state treasury and improve the army.
Choose the most favorable time to launch an offensive, and seek Russia's interests, expansion, and increasing prosperity by war and peace after war.
(2) To use all possible means to recruit celebrities from among the brightest men in Europe, to induce officers in wartime, and slaves in peacetime, in order to help the Russians and harm other nations without harming themselves.
(iii) To take every opportunity to participate in European affairs and discussions, whatever they may be, and in particular in matters concerning German, with which German is our closest neighbour and in which we have the most direct interest.
(4) To divide Poland and keep the Kingdom of Poland in constant turmoil and constant suspicion, to use gold to win over other powers, and to influence the court councils of Poland.
Buying them in order to gain an advantage in the election of a king, cultivating Russophiles and protecting them, and using this as a pretext to drive the Muscovite army there and stay there until the day of permanent occupation comes.
If several neighbouring countries are to blame together, Poland may be divided in order to appease them for a while, until from them we may recover from them all that we have cede.
(5) To occupy as much Swedish territory as possible, and to induce it to attack us, so that we may have an excuse to conquer Sweden. To do this, we must isolate Denmark and Sweden and fuel the feud between them.
(6) Always choose the Germanic princess as a wife for our prince, in order to strengthen the family ties, to reunite our interests, and to win the support of the Germans in our cause of expanding our power.
(vii) To give priority to the alliance and trade with England, whose fleet is in great need of us, and who, at the same time, for the development of our own fleet, England will be very useful to us.
To exchange our timber and other products for the gold of England, and to establish a constant exchange of goods and seafarers between us, which would benefit our navigation and trade.
(8) To make our country continue to expand northward along the Baltic Sea and southward along the Black Sea.
(ix) Approach Constantinople and India as close as possible, and whoever rules there will be the true ruler of the world. Therefore to provoke a war on the frontiers, not only in Turkey, but also in Persia.
The establishment of a dock on the shores of the Black Sea and the acquisition of small plots of land near the Black Sea and on the Baltic coast are doubly necessary to realize our plans.
At the time of the decline of Persia, it broke into the Persian Gulf, and if possible it was necessary to revive the ancient trade with the Levant, and advanced to India, which was the storehouse of the world. At this point, we no longer need the gold of England.
(x) Careful efforts were made to maintain an alliance with the Austrian crown, pretending to support Austria's policy of attempting to rule Germania in the future, and secretly promoting jealousy among the princes.

(xiii) After the dismemberment of Sweden, the destruction of Persia, the crushing of Poland, the conquest of Turkey, the division of our army, and the Black and Baltic Seas being escorted by our ships.
We must separately and in the most secret make proposals first to Versailles, and then to the Viennese court, to share the global empire with them.
If one of them accepts, and it is almost certain that it will accept it as long as its ambitions and national vanities are inflamed, it can be used to subdue the other.
Finally, destroy the only survivor. Since Russia already occupies all or most of Eastern Europe, there is no danger of starting a conflict.
(xiv) If both powers reject Russia's proposal, which is not impossible, we should know how to incite them to quarrel with each other and weaken each other.
Then Russia had to seize the decisive moment and drive the already assembled forces towards German, and at the same time send two sizable fleets with Asiatic troops, one from the Sea of Azov and the other from Arkhangelsk.
With the assistance of those armed fleets, advance simultaneously through the Mediterranean and in the Atlantic, invading France on one side and Germania on the other.
After the conquest of these two countries, the rest of Europe will be vulnerable and subdued. In this way, we can conquer Europe, and we should be able to conquer Europe.
