Chapter 21: Dalmatia
Dalmatia was the most inhospitable region of the Austrian Empire at this time, and it was still not as populous as it was in ancient Rome.
There was not one of the most inhospitable provinces of the Austrian Empire in Dalmatia, not even the newly conquered mountains in the east.
It covers an area of 13,000 kilometers and has a population of less than 100,000 at this time. In ancient Rome, the local population used to be hundreds of thousands, but no one thought that it was the pinnacle of the local area.
In the millennium that followed, Dalmatia was plagued by wars, conquerors of all kinds, and wars, massacres, and famines became almost the norm.
(The population size in 2023 is about 730,000.) )
Dalmatia has the second-lowest literacy rate in the country and the lowest tax contribution rate in the country.
But this does not mean that the land is not valuable, in fact, Dalmatia has a precious coastline, and the land is relatively fertile, otherwise it would not have been possible to support so many people in ancient Rome.
The local climate is warm and sunny, which is very suitable for the growth of cash crops such as olives, grapes, and tobacco. However, the locals prefer to hunt and herd sheep because of the ease of transfer.
The Austrian Empire once wanted to use Slovenes and Croats to develop this land, but they were a relatively backward people, and the way of development was also to herd sheep and raise donkeys, and it was still ineffective for decades.
Franz felt that the Poles could exploit the land, as the rest of Austria did not like to live in this inhospitable land.
After seeing these outsiders getting rich, the locals should choose to follow suit, and the Austrian government can revitalize the entire region by intervening appropriately.
In fact, there is no need to worry about the Poles becoming bigger, because although Dalmatia has a long coastline, it lacks a really good port, and the local agricultural and animal husbandry ceiling is not high, and it lacks industrial production capacity.
Franz's plan was to develop Dalmatia into a tourist resort based on agriculture and animal husbandry.
The Dalmatian region was in fact quite dependent on the markets of the Austrian Empire and everything except agricultural products, and the Polish aristocracy, numbering a few thousand, could not have much of a practical impact on the local society.
If there are pro-Polish tendencies in the local area, then continue to mix sand and shoot the first bird, and if it is really not possible, you can continue to vacate the cage and change the bird.
The members of the Regency had little opinion on Franz's proposal, because the land of Dalmatia was naturally less fertile than that of Galicia, and the area was mountainous and swampy, and these rotten lands gave the Austrian government a lot of room to maneuver.
It was clear to everyone, in fact, that the Austrian aristocracy was concerned with their own interests, not with the life or death of the Poles.
As long as the whole plan is formal, it doesn't matter what happens in the future.
At the same time, both Count Korolav and Metternich knew very well that Franz would become emperor in the future, and this future was not far away.
At this time, the objection to Franz is to submit his resignation early, but the old foxes will not do it too obviously.
The two made some minor repairs to Franz's plan, and at the same time put forward some relatively feasible suggestions based on their own experience, allowing Franz to discover it for himself.
Although Franz has been in this world for more than ten years, his understanding of the country is still not as good as that of these two old men who have been in business for decades.
For example, how to monitor the movements of these thousands of Poles, and how to divide them so that they do not connect with each other to form new interest groups.
In fact, the simplest is to divide it by parish, and the priests are the best overseers. There are usually contradictions between the different parishes of the lower classes, and these small parishes are usually small interest groups.
It is impossible for the priests to tolerate their faithful (herds) running to other parishes, and this situation is worse in the poorer the place.
In addition to the use of religion, the government could not sit idly by, and the Austrian Empire was relatively well funded at this time.
They were also prepared to take advantage of the famine that followed the locust plague to move another group of Italians, because there were so many Italians in Austria.
At the same time, the size of the local government will be increased by another 50 percent, which will also solve the problem of unemployment among university students piling up on the streets of Vienna.
In this era, college students are indeed very precious, but the number of official positions in the Austrian Empire is even more scarce, which is not because the total number of official positions in the Austrian Empire is small.
Rather, due to the traditional system of giving officials and the aristocratic gate lords that have accumulated for hundreds of years, they have occupied the vast majority of official positions, and there are not many places that can be vacated for newcomers.
Franz had recruited support teachers and colonial managers and administrators, a secondary civil service to solve the problem of employment for university students in the Austrian Empire.
These highly educated people have a hard time accepting the simple, dull manual work, and even sneers at jobs like bookkeepers and calculators.
However, if we want to achieve this social stability and sustainable development, they are indeed inseparable, and the era of foolish policies that simply restrict the spread of knowledge has passed, and the quality of the people has become an important indicator of a country's strength.
However, this indicator has not yet been accepted by all countries, and some countries are already benefiting without knowing it.
So far, the top of the Austrian Empire has had little problem with Franz's increase in the number of imperial civil servants, because he has added low-level clerks and supernumeraries, and has not touched the interests of the upper echelons.
Moreover, for the top level, the increase in manpower is not only to improve the efficiency of the government, but also to increase the power in their hands, so naturally there is no reason to oppose it.
As for government spending, this is not a problem for them to consider, in contrast to some nobles, it is troublesome, but fortunately, Franz has also increased the jobs of the nobles in disguise.
On the whole, the various classes in the country are relatively satisfied. However, Franz knew very well that this infinitely expansive game could not be played forever -
This is a lengthy Imperial Government proclamation –
In fact, this announcement is thankless, because no matter how you deal with it, there will be people who are not satisfied. First of all, the Polish nobles who were coerced, it would be useless for you to assign Vienna to them.
The second is the soldiers who shed blood on the front lines and the ordinary people who transport supplies in the back, whose simple view of justice makes them feel that the wicked are not getting the punishment they deserve.
The traditional aristocracy of the empire did not really care whether the Polish aristocracy lived or died, they just wanted to prove that they still had the power to influence national policy and ensure that the power of the royal family and the government did not become excessive.
In this feast, not only the nobles who were resident in Vienna, but also the nobles of all nationalities from all over the country came to put pressure on the government, and even the Hungarians participated in it.
They had only one purpose, which was to roast the royal family on the fire, which was to ensure that the royal family would stand on a united front with them.
They have no burden on this, after all, they have done it for thousands of years, allowing the royal family to trample on the law and public opinion, so that they can only rely on them.
However, Franz was not prepared to play this little game with them that had lasted for thousands of years, and of course he did not have this idea in the whole old era.
