79 Letter of appointment from Academia Sinica
From January 1, 1912, when the former prime minister was inaugurated as the provisional president of the Republic of China in San Francis, to 1927, fifteen years later, the southern government finally "revived the Han dynasty and returned it to the old capital".
After the relocation of the People's Government to San Francisco, all walks of life began a vigorous construction movement in the face of a country that was in ruins, and the education sector was no exception.
During the period of the government of the people of Yuzhou, the person in charge of education was called the Education Administrative Committee.
This year, when he entered the capital of the former prime minister, the land of Longxing, people of insight set off an educational reform, and all the responsibilities of the Educational Administration Committee were taken over by the National University of China, which became the highest academic and educational institution in the country.
Among the international students in the late Qing Dynasty and the early Republic of China, their study footprints were all over Europe and the United States.
But because the cost of studying in France is relatively low, and because France, like China, implemented a republican system after overthrowing the high emperor, many of these high-ranking elites are French faithful.
In 1924, after Chen Muwu won the gold medal at the Paris Olympics, at the dinner held by De Broglie to celebrate, he met Cai Yuanpei, the former president of Shao University, who was also one of the faithful believers.
Although he studied abroad twice in Ben and Germany, he went to Europe several times under the banner of resignation to study education, and he was inseparable from France at every stop, and even opened a tofu company in France with several colleagues in order to earn tuition and living expenses for himself and other students in France.
ββThis is not only because the steamships going to the European continent basically end at the port of Marseille, but also shows that Cai Yuanpei attaches great importance to the French education model.
Therefore, after the Heavenly Soldiers entered Shenjing and stabilized and established a new regime, Cai Yuanpei, the former general minister of education and the president of Shaojing University, used his status as a party veteran to put forward an educational reform plan belonging to the new national government, that is, a graduate school.
This graduate school is not the equivalent of a graduate school in this academic system, but it is modeled after another country.
In this set of education reform plans, Cai Yuanpei, who is the dean of the graduate school, proposed to learn from the French graduate school system, and wanted to regard the graduate school as the highest educational institution in the country.
The country was then divided into several university districts to replace the abolished local education halls.
Only one public university will be established in each university district, and the principal of the university district will be in charge of local educational administration, and the scholar will be in charge of educational administration.
In 1927, the Ministry of Education, which was controlled by the warlords, ordered the merger of eight other universities in Shaojing to form Beijing Normal University.
In 1928, when the Northern Expeditionary Army entered Shaojing, it took the opportunity to change the name of Beijing Normal University to National Chinese University.
After the Chinese government officially launched the university district policy, the National Chung Wah University was renamed the National University of Sao Ping again after the name of the University District, which is also an analogy with the University of Paris in France, the highest university in France.
However, the teachers and students of Shao did not want to confuse their school, which was originally ranked No. 1 in the country, with a bunch of little-known schools in Shaojing City, so they have always insisted on the struggle for resumption.
Therefore, under the compromise of the Chinese government, Shao University was first renamed Shao Ping University.
In the end, under the influence of various factors such as the great opposition, the huge expenditure of funds, the lack of budget, and the lack of unity of power, Cai Yuanpei, who had not achieved any results, had to resign from the post of dean of the graduate school.
Immediately after that, the graduate school was abolished, all educational reforms were declared a failure and then abolished, and it was reverted to the Ministry of Education, which continued to follow the old education system.
Although Cai Yuanpei's entire education reform only lasted for less than two and a half years, it failed.
But now in this world, except for Chen Muwu, no one can foresee.
In the summer of 1927, Dean Cai was still in a state of excitement when the world had just been built and the bridge had been demolished after crossing the river.
Looking at the graduate school that was about to be founded, his heart was full of ambition that he was bound to do it vigorously.
Not long ago, at a preparatory meeting for the establishment of a graduate school, many elders of the Chinese government proposed to follow the example of the British Royal Society, the French Academy of Sciences, and a series of foreign academic organizations to establish a scientific research organization in the style of the people's own academy of sciences.
In the end, the proposal was unanimously approved by the people attending the meeting, and the topic of the meeting became, what should this organization be called? Who should be chosen as the first head of the organization?
In the choice of name, there was no mistake, and in the end, everyone unanimously approved the name of Academia Sinica.
The central government naturally refers to the capital of the future Chinese government, and the word research includes not only scientific research, but also history, culture, philosophy, and many other social disciplines.
But to whom should the first director of Academia Sinica be entrusted with the burden?
The people attending the meeting have not been able to reach a unanimous opinion on this issue.
It would be a great move for research-focused academics to have an institution that provides the space and scientific funding for their research.
It has not been a day or two since the Beiyang government embezzled education and scientific research funds, and the world has suffered from Beiyang for a long time.
Perhaps the new government in the south will bring something new and usher in a new spring for academic research.
But for the bureaucrats, the Academia Sinica is the highest academic institution in the country under the Ministry of Universities.
Think about how many military talents have been cultivated in the small military academy established with the help of the Sulian people in Huangpu in Hungdong?
As the main force of the Northern Expeditionary Army, they were invincible along the way during the recent Northern Expedition and established outstanding military achievements.
And the principal of that military school has also become a respectable title.
If the president of the military academy is still like this, then the president of the Academia Sinica, that is, the leader of the highest academic institution in the country in the future, will train talents from all walks of life for the country in the future.
Wouldn't this dean's future status be more noble than that of the principal of a small military academy?
Therefore, many people who attended the meeting were moved to fight for the dean's chair.
There are no factions in the party, and there are all kinds of strange things.
This is still the case in the team that was driven to Jiangxi Province, not to mention the team that has just beaten half of the country, and the mountain factions are simply not countable.
There are Li, Wu, Zhang, and Cai, who are known as the four elders, and the Cai refers to Cai Yuanpei.
Li is Li Yuying, Wu is Wu Jingheng, and Zhang is still an old acquaintance of Chen Muwu, the uncle of Zhang Naiyan, one of the three Chinese in the audience of Einstein's lecture at the Ministry of Industry Bureau on New Year's Day in 1923.
The proposal for the establishment of the Academia Sinica was put forward by Li Yuying, Cai Yuanpei, and Zhang Renjie from the beginning.
The three of them are not only the four elders, but they have also studied together in France, and Cai Yuanpei's tofu company also has their shares.
Li Yuying originally thought that since Cai had been appointed as the first dean of the graduate school after the establishment of the graduate school, then the position of the dean of the Academia Sinica would be assigned to him even if he shared the cake, right? So he is determined to win the position of dean.
But in Zhang Renjie's heart, he also has his own candidate for the position of dean of the Academia Sinica.
Although his son is not academic, his nephew Zhang Naiyan, but a doctoral student who stayed in the UK and Europe, was a professor at Shaojing University, and followed the former prime minister to Xuzhou, served as a senator in the base camp of Xuanzhou, and served as the president of Yudong University.
This year, Zhang Naiyan also went north with the Northern Expeditionary Army, and is now the president of the National Fourth Sun Yat-sen University in Beijing.
I heard that when the situation in the country stabilizes, the Fourth Sun Yat-sen University in Sakyo will be renamed Chuo University, and it sounds like it will be the highest university in the country in the future.
On Zhang Naiyan's resume, she is definitely the best among the younger generation of educators.
Zhang Renjie felt that he had to play the card of rejuvenation of scientific research, and successfully let his nephew go one step further from the position of president of Central University and put him on the throne of president of Academia Sinica.
The last veteran, Wu Jingheng, was not interested in pedagogy, so he did not attend this meeting at all, let alone have any opinions on the selection of candidates.
Among the four elders, two of them are eyeing the throne of the dean, and they both think that they are scouting for things and winning the game.
However, among the people at the meeting, everyone was more inclined to let Cai Yuanpei, the dean of the graduate school, concurrently serve as the dean of the Academia Sinica, the highest in the country.
This is not only because Cai was the first Minister of Education after the establishment of the People's Republic of China, but also because he has been in charge of Shao University for many years and has a lot of experience in the management of higher education institutions.
In the original time and space, in the end, the first president of the Academia Sinica was indeed Cai Yuanpei.
Zhang Renjie is okay, because after all, he is not fighting for his position, but for his nephew Zhang Naiyan.
The latter said that his errand of being the president of Central University was also very good, so Zhang Renjie did not have much prejudice against Cai's becoming the dean.
But Li Yuying's attitude is completely different, he feels that according to the idea of dividing the cake, one person and one dean, the ending is happy.
But Cai Yuanpei is too greedy, and he wants the deans of graduate schools and Academia Sinica.
Li Yuying and Cai Yuanpei gradually developed a rift, and this rift is getting bigger and bigger.
After the Northern Expeditionary Army entered Shaojing and the whole country was under the control of the Chinese government, Li Yuying went north in a bad mood and went to the newly established Shaoping University District to serve as the president of Shaoping University, which was formed by the merger of Shaoping's nine national universities and Tianyi's Beiyang University.
Shortly after the establishment of the Academia Sinica in San Francisco, Li Yuying also announced the establishment of the National Research Institute in Shaoping.
Although the Shaoping Institute bears the name of the state, its nominal boss, the Ministry of Education, does not really manage it.
Because the establishment of the Shaoping Research Institute can be regarded as a kind of compensation for the change of the Chinese government to Li Yuying, who failed in the factional struggle of the Department of Education, it is basically equivalent to the establishment of an entire research institute for his own sake, except for the annual funding allocation, the Ministry of Education has no right to interfere in the Shaoping Research Institute.
Even after Shao Ping set up a research institute, Li Yuying was still not satisfied.
Cai Yuanpei's dream of the graduate school system failed in just a few years, and Cai Yuanpei had to resign from the position of dean of the graduate school.
Taking over his position was Cai Yuanpei's right-hand man in the Shao period, and Jiang Menglin, who served as the acting principal many times during his previous resignations and cleaned up the mess.
Cai Yuanpei left Shaojing University in 1923 and went to Europe in the same year to study education, and Jiang Menglin has been the acting president of Shaojing University ever since.
Later, after the March 18 tragedy, Jiang Menglin was blacklisted by the Beiyang government, and had to go to the Liuguo Hotel in Dongjiaomin Lane to hide for several months before going south.
Jiang Menglin became the dean of the graduate school for eighteen days after Cai Yuanpei's disgrace, and then the graduate school was abolished and reorganized into the Ministry of Education, and he became the first minister of the Ministry of Education of the Chinese government.
Li Yuying felt that although Cai stepped down, Jiang Menglin, who was sitting in the ministerial position, was still Cai Yuanpei's puppet, just like when he was in Shao Da.
So under his strong opposition, Jiang Menglin only served as the Minister of Education for 40 days, and then followed Cai Yuanpei's footsteps and resigned.
It is simply impossible to reconcile the contradictions between the Li and Cai factions in the education system in a short period of time.
As soon as the new civil government was established, this kind of moth came out, and in the end, it was forced to use the position of executive premier and concurrently serve as the minister of education.
Looking at the relationship between Li Yuying and Cai Yuanpei, it was only because of the distribution of the position of dean of the Academia Sinica at the beginning.
Of course, Cai Yuanpei knew that the dean's seat was hot, and his mind was all on the reform of the graduate school, even if he became the dean of the Academia Sinica, he would not pay too much attention to the management work.
In the original time and space, he may indeed have been forced to be helpless there, but now, Cai Yuanpei has an excellent candidate in his heart who can not only convince the public, but also clear his own involvement.
The contents of this letter from the University of the People's Government of China, which had come to Britain from the University of Education, were written by the members of the Educational Administration Committee to jointly invite Chen Muwu to return to China and serve as the first president of the Academia Sinica.
He is now the most well-known and accomplished Chinese scientist in the world, and he is not either of the Li and Cai factions.
Moreover, if Chen Muwu can really be invited to take up the post of this people's government, he can also borrow his prestige to stand for the new government that is about to bring down the world.
Kill three birds with one stone, whether it succeeds or not, you have to try it.
