Chapter XII: Speeches and the Australian Constitution
Sydney, May 8, 1900.
Today is Queen Victoria's last day in Australia, and early tomorrow morning, the fleet will set off again for its true destination, the Isle of Wight, New Zealand.
In recent days, because of the company of Arthur and Princess Beatrice, Queen Victoria's face does look much better, but it can be seen to the naked eye that after the violent blow, the queen's body is not as good as before, and she even needs someone to help her walk.
Seeing that the day when the fleet was about to leave was getting closer and closer, Arthur gradually felt reluctant and distressed.
Since her accession to the throne at a young age, Queen Victoria has been bound to a seemingly free throne, has experienced the departure of many close relatives, and even misses her relatives until her death.
After going to the Isle of Wight this time, I am afraid that the reason that has always supported Queen Victoria has also disappeared, and perhaps the next time I see Queen Victoria, I can only be in a hospital bed.
Although Arthur was keen to keep Queen Victoria, Her Majesty's intention to leave was also very strong, so he had no choice but to give up.
On the square in the heart of Sydney's streets.
The square was originally used by the old colonial government to station troops, but after several expansions of the city, it became a public square.
Now, this square has an honorable mission, which is to host Arthur's coronation speech.
The principality of Australia is not the same as the independent state, and the time of the establishment of a monarchy is generally calculated according to the time of the coronation of the monarch.
Arthur's coronation was on January 10, 1900, which means that the Duchy of Australia had already been established on January 10, 1900, so what Arthur prepared was just a coronation speech.
Because the colonies had already begun to reform into states a week earlier, not only the people of New South Wales, but also the residents of nearby South Australia, Victoria and Queensland rushed to Sydney spontaneously after receiving the news that Arthur was about to give his coronation speech in Sydney.
As the morning sun shines on the earth, the birds in the trees chirp as if urging time to move forward.
While! While! While!
With the three rings of the bell tower, it announced the arrival of eight o'clock. The crowd in the square began to agitate, and everyone looked at the high platform in the center of the square, looking forward to something.
It wasn't long before Arthur was escorted by a group of guards to the high platform, followed by several members of the provisional cabinet, each of whom also served as interim governor.
"Good morning, ladies and gentlemen!" Arthur stepped forward and greeted everyone with a slight chuckle.
Fortunately, the megaphone had been invented at this time, otherwise it would have been difficult for everyone in the square to hear Arthur's voice.
After hearing Arthur's greeting, the square instantly fell silent. All were listening carefully to the first public speech of their future ruler.
"I know most people don't know me yet, so allow me to introduce myself briefly. I'm Conrad Arthur, the Duke of Australia. You don't have to care where I'm from or where I'm from. Because in the future, everyone will have a common identity, that is, the great and noble Australians! Arthur said with a smile.
"Long live Your Highness! Long live Australia! ”
Arthur's statement was clearly recognised by the majority, and after centuries of division of the land, almost all Australians dreamed of living in a united and prosperous Australia.
Now, with Arthur's arrival and the goal of unification accomplished, all Australians are looking forward to whether the new monarch will be able to bring prosperity to the nascent nation.
"I'm sure you've heard of the Constitution that was promulgated a week ago. What we need most now is to break down the autonomy and segregation that the states had previously maintained during the colonial period. No matter what state the people come from, they are great Australians and should be free and unfettered to live in any part of the country. The states are able to trade freely, we can sell goods to any state in Australia, and we can buy what we need in any state, without worrying about any policy in any state. ”
Australia's only partisan, the Labor Party, was founded to defend the interests of workers and promote free trade in Australia.
By saying this, Arthur means that his policy and the goals of the Labour Party are the same, and he is also co-opting members of the Labour Party in disguise.
As the only party in Australia now, the Labor Party is still too immature compared to the big parties in the United Kingdom, but it is already a behemoth for Australia's political environment.
Labour is bound to have a large number of seats in future elections to the House of Commons, and while Arthur is not worried about Labour's struggle for power, it would be best if this force was in his hands.
"Australia is a treasure trove of land with a lot of cocoa and a lot of minerals and resources. In the past, when the land was still a colony, both immigrants and Australians faced relatively high taxes and exploitation. As the Duke of Australia, I don't want to see that happen. That's why I've decided to lower taxes for all Australians and let all Australians live a prosperous life first! Arthur continued to stir people's hearts, and his words were equally seductive.
According to the tax revenue of the former colonies, one-third of the annual income of Australians went into the accounts of the colonies and were then transported to England.
But if you look at Arthur's tax after cutting taxes, Australians only need to pay one-seventh of their annual income every year, which is more than half of the reduction.
You know, the tax revenue in Australia is also as high as more than two million pounds a year, and it is thankful that the tax can exceed one million pounds after the reduction.
Is this Arthur's money too much to spend? Not really.
First, a drastic reduction in taxes would quickly win the hearts and minds of Australians, and would help Arthur establish a solid absolute monarchy and a series of reforms in Australia.
Second, Australia was known as a country that sat on a minecart in later generations, and was able to earn a large amount of foreign exchange every year just by selling its rich mineral resources.
In such a situation, the taxes of these Australians are only a drop in the bucket, so it is better to take the initiative to reduce them and win the favor of everyone.
For all ordinary civilians, the government's tax cut is definitely something to be happy about.
What's more, the tax reduction this time is not a star and a half, but a direct reduction of more than half.
