The so-called ascension of civilization, not the ascension of individuals, refers to the ascension of the whole people with the entire civilization as a whole.

To use a simple analogy, a normal individual unlocks the gene lock to complete the individual gene ascension, only the individual completes evolution, and the first offspring will inherit a certain amount of parents' excellent genes, which is better than ordinary people, but will not be born to unlock the gene lock.

The same goes for psionic ascension, the descendants of psionics may or may not be born psionics.
