In the last years of Xianfeng, Feng Guifen wrote a book, which further put forward a specific and systematic plan for imitating Western law and eliminating many of the accumulated shortcomings of China's political tradition. After the book was printed, Feng Guifen specially sent one to Zeng Guofan, the governor of Liangjiang at that time. Zeng Guofan recommended this book as a "theory of Confucianism", but believed that most of the ideas in the book were difficult to implement.
The reason why Zeng Guofan has this view may be based on his understanding of the actual environment at the time, and believes that it is impossible to carry out such a major reform under such a social and political background. However, in terms of basic attitude, he has sensed China's accumulated shortcomings, and it is indeed necessary to cheer up his plans. However, because he received a traditional imperial examination education, the environment he experienced was limited to the borders of the country. The teachers and friends who can influence him are far below him, so that he cannot form a clear, correct, and unswerving plan in the steps and direction of reform, and even shows his understanding of the overall situation from time to time, which is inevitably biased. Fortunately, Zeng Guofan was still able to gradually correct himself with the accumulation of experience, so he still made considerable contributions to promoting the modernization of China in the late Qing Dynasty.
For example, in the 11th year of Xianfeng (1861), Prince Yi of Qinggong and others requested the purchase of guns and guns from foreign steamers with foreign medicine tax to attack and suppress the Taiping army, in order to put down civil strife as soon as possible. There was a decree ordering Zeng Guofan, Guanwen, Hu Linyi (the official is the governor of Huguang, and Hu is the governor of Hubei) and others to make proper preparations in advance and implement them in the first order.
Zeng Guofan replied in July of that year, but he thought that steamships were of little use against the Taiping army. He said: "The reason why steamship guns are valued is only because the Chinese people are shocked by their rarity, so that the foreigners can show off." However, this matter was initiated by the ruling center, and it was necessary to be approved by the emperor, and Zeng Guofan did not dare to deny it, so he had to approve the purchase. In the same compromise, he believed that as long as we bought a number of Western naval guns, recruited a group of clever and ingenious local craftsmen, and imitated them, within a year or two, we would be able to share the benefits of naval artillery with the foreigners. Later facts proved that the pacification of the Taiping army was greatly aided by Western naval artillery (at least this was the case with Li Hongzhang's Huai army), and the work of imitating Western naval artillery was not as easy as his imitation of Guangdong warships in Hengzhou. Zeng Guofan's material is obviously not thorough.
However, Zeng Guofan is gradually changing. In the first year, he did not think that the purchase of ship guns was a priority, but the next year, he began to test the construction of China's first steamship in Anqing. On one occasion, he told his aides: "China should stress self-improvement and its basic priorities, the first is to reform politics, and the second is to seek talent." At present, the most urgent task of his subordinates is to learn the technology of making ship cannons from the West. Once we learned how to make naval cannons, then we also had the strengths of foreigners. Whether we are at peace with foreigners or against each other, we can rely on it. Otherwise, there is no reason for us to talk to foreigners. Whether you hate them or thank them, you will end up in nothing. Zeng Guofan's remarks were generally insightful, but he regarded the strengths of foreigners as only "strong ships and guns", which was still the general secular view at that time.
In July of the first year of Tongzhi (1862), with the strong support of Zeng Guofan, the curtain customers Hua Yufang and Xu Shou actually built a steamship engine. Zeng Guofan was greatly satisfied with the results of the test. His excitement was fully revealed in his diary: "The ingenuity and ingenuity of foreigners have been learned by us Chinese in the end." From then on, foreigners had nothing to boast about to China. However, the truth is not as simple as he expected. There's still a long way to go from a slightly rudimentary engine to a full-fledged ship that can move on the water. Later, although Hua Yufang and others worked hard and painstakingly to manage, they were unable to piece together a complete and usable ship. He realized that he had seen things too easily.
Just when the shipbuilding work had been tried and failed again and again, and they were so anxious, Hua Yufang and the others suddenly remembered a person - Rong Hong, a Cantonese who he met in Shanghai a few years ago. Rong Hong is the first international student in modern China, graduated from Yale University in the United States, not only proficient in English, has a wealth of Western knowledge, but also has a fiery patriotic heart, eager to use what he has learned to serve the motherland.
Therefore, Hua Yufang and others made a proposal to Zeng Guofan, asking Luo Zhirong Hong to come, believing that he would preside over the establishment of a machine factory, which would be of great help to the implementation of shipbuilding and artifact work. Zeng Guofan was extremely happy to hear this, and immediately asked Zhang Shigui and Li Shanlan, who were the first acquaintances with Rong Hong, to write a letter to invite Rong Hong to Anqing. Rong Hong came to Anqing and met Zeng Guofan twice, Zeng Guofan thought that this young man was capable and reliable, and immediately assigned him to the United States to purchase "machines for making machines", and planned to set up a general machine factory in the future, from which various arms and equipment manufacturing branches would be derived. Zeng Guofan gave Rong Hong the title of Wupin military merit and delivered 68,000 taels of silver for the purchase of machinery. It shows Zeng Guofan's trust and deep expectations for Rong Hong.
After Rong Hong went to the United States, Anqing's shipbuilding test work continued as usual. In December of the second year of Tongzhi, the first steamship in the history of Chinese shipbuilding was finally assembled. It has been a full year and five months since the engine was made last year. The size of this ship is very small, the hull is only about 2 zhang 89 feet (more than 9 meters) long, and the speed is only 256 miles per hour.
After Zeng Guofan personally boarded the ship for a test run, he once again ignited a spark of hope, believing that from now on China could have a real self-built steamer. He named the "model-like" small steamer the "Yellow Bird", meaning that China would henceforth "soar into the sky" and would no longer have to crouch at the feet of the great powers.
He planned to take the ship's model, enlarge it, and build it on a large scale. However, it turned out that there were still many insurmountable technical difficulties in creating a truly modern steamship that could stand alongside foreign ships. At that time, China really did not have enough financial resources to finance trial and error; In terms of time, far water can't save near fire. Therefore, the Anqing Shipyard did not implement the plan to expand manufacturing, and even the "Yellow Bird" that had been built did not know what to do. Undoubtedly, the shipbuilding proved to be a failure.
This series of failures did not discourage Zeng's will to try to cheer up. On the contrary, from the experience of failure, he saw more clearly the importance of China's manufacture of ship munitions. Only when China itself has this capability can it get rid of foreign coercion and achieve a state of self-reliance and self-reliance. Therefore, on the one hand, he hoped that Rong Hong would purchase machinery and return to China as soon as possible, and on the other hand, he was also looking for other opportunities to obtain the ability to produce steamship munitions.
In the fourth year of Tongzhi (1865), a new opportunity came, Li Hongzhang (then governor of Jiangsu) purchased a British iron factory in Shanghai, which was mainly equipped with shipbuilding machines, and also machines for manufacturing various munitions and guns.
For learning Western shipbuilding tools, Li Hongzhang's enthusiasm is still above his teacher Zeng Guofan. After acquiring this iron factory, it was immediately named "Jiangnan Machinery Manufacturing Bureau", and the two munitions bureaus that had been established were merged into it, expanding the scope and scale of manufacturing. Zeng Guofan was very happy to receive the report and expressed his full support. Soon, Rong Hong purchased more than 100 kinds of machines from the United States and shipped them all to Shanghai, and Zeng Guofan handed over all the machines to the "Jiangnan Manufacturing Bureau" for use. Although some of the factories were shipbuilding machines, due to financial and technical constraints, they could only be engaged in the manufacture of guns and munitions at first, but the results were very good, and the products were on a par with those of the West.
In April of the sixth year of Tongzhi (1867), Zeng Guofan allocated about 200,000 taels of foreign tax to the Jiangxi Customs in the quasi-annual year, which was used exclusively for shipbuilding. On the one hand, foreign engineers and craftsmen were hired to guide the manufacturing skills of Chinese workers, and on the other hand, the members of the bureau were instructed to discuss and study day and night, compile books, and seek improvement in manufacturing technology. In July of the seventh year of Tongzhi (1868), the first bureau-built steamship was completed, costing 80,000 taels of silver, carrying more than 300 tons, and the speed of 70 miles per hour against the water (19 nautical miles weak) and 120 miles per hour (31 nautical miles strong). This is the first truly modern steamer successfully built by the Chinese themselves.
Zeng Guofan personally boarded the ship and tried the voyage in the Yangtze River, and was very satisfied, and named it "Tianji". So he reported to the Qing court about the shipbuilding and sea trials. The Qing court was very excited, and sent an edict to praise Zeng Guofan. This ship is a paddle wheel that exposes the turbine to the surface, and from the second onwards, the dark wheel has been transformed. The engines, furnaces, hulls and all the equipment on board were made entirely by Chinese employees according to the drawings, and the foreign craftsmen were only in the position of consultants. Until the Republic of China era, this shipyard still played an important role in the construction and maintenance of ships for the Chinese Navy.

Zeng Guofan's bravery and stubbornness were fully demonstrated when he was trapped in Qimen. In 1860, Zeng Guofan was stationed in Qimen. At that time, there were ten rooms and nine empty rooms in the north and south of Anhui, from Jinling to Huizhou for more than 800 miles, and there was no Taiping army everywhere, and there was not a day without a battle. When Huizhou had just fallen, Hugh and Qi were shocked. Some people persuaded Zeng Guofan to move the military camp to another place, he said: "I first entered the army, and when I encountered danger, I retreated, what will happen in the future?" I'm one step away from here, and there's no place to die. "How brave and stubborn! When the enemy arrived, they besieged on all sides. He wrote his will, hung his saber on the tent, and calmly arranged to meet the enemy, without changing his usual attitude. After defending for more than 20 days, Bao Chao's army was recruited for a big battle and drove the enemy army out of the ridge. His aides once concluded: With the arrogant "enemy army" that has been jointly killed together for more than ten years, Zeng Guofan's leadership for four years has been wiped out in turn, all because of the stubbornness and lack of cowardice at the beginning of Qimen, which can make the enemy frightened and boost morale.
Zeng Guofan dared to "swear to death" in a difficult situation. What others are not afraid of, he is afraid; What others are afraid of, but he is not afraid, this is often a kind of wisdom and courage.

Of course, these generals did not only study Chuanshan's works, but also, like Zeng Guofan, extensively searched and learned from the treasure house of traditional Chinese culture in order to seek ways to govern the country and use troops to serve their military and political practice. As Guo Songtao said: "Since the rise of the army, Hunan people have been appointed as generals and generals, facing each other shoulder to shoulder. For a while, Wu Jian was strong, and he knew a lot about reading. Wherever the army goes, hear the sound of strings and songs. A large number of generals of the Hunan army mostly joined the army from "a scholar" and "cloth cloth and cold soldier", from clerks, staff members or middle- and lower-level officers, to become senior generals who commanded the army and fought alone, and many of them became feudal officials such as governors and governors, and some even became scholars, military ministers, and scholars of the central government of the Qing Dynasty. They praised and promoted Chuanshan in unison, and obviously benefited a lot from the "Chuanshan Testament". During the Guangxu period, Hubei Xuezheng Kong Xianglin said: "Chuanshan's historical theory, with the knowledge of the ancient and modern, refers to the rise and fall of the Chen dynasties, and the chaos is based on the salty and the same time, the Zhongxing generals, the Confucian students of Banxiang Province, and the testament of their right-hand men are many. The overthrow of Gev's Zhiming Society, the former by the abolition of armaments, and then by the military strategy of the unskilled, so the military strategy in the past dynasties is very detailed. The Hunan people obeyed his book, and Dominic General was able to flatten the difficulty. This fully explains why the generals of the Hunan Army represented by Zeng Guofan so seriously studied, englished, advocated, and carried forward the historical secrets of the "Chuanshan Testament" in the midst of the war.
Through the study of Chuanshan's writings, Zeng Guofan's academic viewpoint of "applying it to the world" was perfected, and his military achievements were also flourishing.
