The British wizarding world is so big that many of the young wizards at Hogwarts in the audience recognized the scene in the picture as the hall of the Ministry of Magic. The giant centaur statue and the Fountain of the Magic Brothers are just too recognizable.

Not to mention the huge monument to "magic is might", there is simply no second place in the whole of Britain that is the same!
