By the end of 1945, more than 8,500 Japanese war criminals had been arrested by the US forces in the Far East, the Chinese Kuomintang government, and the government of the underground party border areas.
On December 30, in the name of the Commander-in-Chief of the Allied Far East, Li Junhao ordered the establishment of the Supreme International Military Tribunal for the Far East, and appointed himself as the presiding judge, appointing ten military justices:
Admiral Chester William Nimitz, commander-in-chief of the U.S. Pacific Fleet;
Commander-in-Chief of the US Army in the Far East, Jonathan Wainwright
