Section 10: Monroe's Magician (2)
Monroe's security post is the only formal legal institution on the entire West Coast.
To mention this, we have to start with the institutions of the many kingdoms on the West Coast.
Contrary to the impression of most poorly known commoners, neither Avenella nor Crane - or Sivalier, the most powerful of the West Coast, the king's power was not the highest and absolute existence.
